UP CEO denies reports about mysterious voters being added to the voter list

Lucknow, Oct 6 (UNI) Uttar Pradesh Chief Electoral Officer( CEO) Navdeep Rinwa, on Tuesday rermed as misinformation reports on addition of 16.18 lakh mysterious voters' to the voter list of the state during the Special Intensive Revision (SIR).
Maintaining that SIR was transparent in accordance, he dismissed the reports as baseless and based on false assumptions.
"As per the Election Commission's directive, booth-level officers collected Form-6s from approximately 16.18 lakh eligible citizens whose enumeration forms could not be printed due to their names not being included in the existing voter list on 27-10-2025, the date the SIR 2026 began, by distributing Form-6s during door-to-door visits during the enumeration phase," he said.
Regarding the allegation of concealing or not publishing the names of such citizens, he clarified that, in accordance with the Electoral Registration Rules, 1960, and the Commission's instructions, only those names (Form 6) received during the claims and objection period after the publication of the draft voter list on 06-01-2026, and their list (i.e., Form 9) were displayed on the website of Chief Electoral Officer, Uttar Pradesh. No provisions of law, rules, or Commission's instructions were violated in this process, he said.
The CEO explained that even during the annual summary revision, the electoral roll is frozen on the ERO network based on a scheduled schedule before the publication of the draft voter list. Consequently, some Form 6s received before the publication of the draft voter list remain unspent or the e-roll is not updated and are left out of the draft voter list. These issues are resolved during the claims and objection period, and the final voter list is published.
In his view, the news circulating regarding the percentage of Form 6 acceptance is based on mere speculation without any logical basis. There is no fixed formula or logic for a specific percentage to be met for Form 6 acceptance. Form 6 is accepted only after following the prescribed procedure as per the rules, he explained, claiming that no such allegations have been made by any political party or individual regarding the SIR.
