Ladakh leaders dissatisfied with MHA draft after Leh talks, next round on Oct 22

Srinagar, Oct 15 (UNI) Ladakh’s Apex Body and the Kargil Democratic Alliance (KDA) on Thursday expressed dissatisfaction with the proposal draft presented by the union Ministry of Home Affairs (MHA), with both sides agreeing to continue discussions in Delhi on October 22.
A fresh round of talks between Ladakh leaders and officials of the MHA was held in Leh on Thursday. The meeting in Leh follows the discussions that were held in New Delhi on September 9.
After the meeting, Ladakh Leaders said significant gaps remained between the government’s proposal and the demands put forward by Ladakhi representatives, adding that no consensus had been reached on key issues, including legislative safeguards and constitutional protection.
LAB chairman Chering Dorjay Lakruk said the MHA presented its draft proposal during the meeting, while the Ladakhi representatives had already submitted their own draft to the government.
“There is a lot of gap between the two. There is no agreement yet,” Lakruk told reporters after the meeting, adding that the next round of talks would be held on October 22 in Delhi.
He said the government had provided a draft proposal that the Ladakhi leadership would study and respond to after consulting its legal advisers.
“We will make a response and submit it to the Home Ministry. We will try to reach a consensus,” he said.
Asked whether a decision on Ladakh’s demands was imminent, Lakruk said no conclusion had been reached so far.
“We have not reached a conclusion yet. We cannot say anything about this,” he said, reiterating that the leadership remained firm on its demand for a legislature and constitutional safeguards under Article 371-related provisions, as referred to by him as “371K”.
“We hope the government will fulfil the promises it made to us in previous meetings,” Lakruk said.
On the differences between the two proposals, Lakruk said the draft was lengthy and would require detailed legal scrutiny before the leadership could identify specific areas of disagreement.
“We will study it and let you know. It is a very long draft,” he said, adding that the leadership would examine the document before taking a final position.
KDA co-chairman Asgar Karbalai said the Ladakh leadership were dissatisfied with the government’s presentation, stating that it did not adequately address Ladakh’s demands.
“We are totally dissatisfied with that draft proposal. It is not satisfactory at all. It does not match our demands,” Karbalai said.
Karbalai said they would will never back down from democratic rights, constitutional safeguards, which include legislature, executive power and financial power.
He added that no final decision would be taken until the demands were backed by an agreement guaranteeing constitutional protection.
“Karbalai said the dialogue would, however, continue,” Karbalai said.
