Himachal registers 5,642 NDPS cases, arrests over 8,250; assets worth Rs 91.24 cr frozen

Shimla, Oct 18 (UNI) Himachal Pradesh has registered 5,642 narcotics-related cases and arrested more than 8,250 people over a three-year period, while properties worth Rs 91.24 crore have been frozen in 115 cases between 2024 and 2026 as the state government pursues a zero-tolerance policy against chitta and drug trafficking.
The campaign, led by Chief Minister Sukhvinder Singh Sukhu, combines enforcement against traffickers, action against organised criminal networks, financial investigations, public participation, youth awareness and rehabilitation services, according to the state government's account of its anti-drug measures.
The government has also taken action against 139 government employees in connection with drug-related cases, including the dismissal of 15 state government employees and 22 police personnel. Enforcement efforts are focused on repeat offenders, suspected supply chains and the identification of financial assets linked to narcotics trafficking.
In March 2025, the Himachal Pradesh Vidhan Sabha passed two Bills aimed at strengthening the state's response to narcotics and organised crime. The Himachal Pradesh Drugs and Controlled Substances (Prevention, De-addiction and Rehabilitation) Bill, 2025, provides a framework for prevention, action against offenders, treatment and rehabilitation. The Himachal Pradesh Organised Crimes (Prevention and Control) Bill, 2025, seeks to strengthen action against organised criminal networks, including those involved in drug trafficking.
Action under the Prevention of Illicit Traffic in Narcotic Drugs and Psychotropic Substances Act has also been intensified. By December 2025, 46 major drug traffickers had been detained under the law and illegal assets worth Rs 46 crore confiscated, according to the government.
Financial investigations have become a key component of the campaign. Among the districts and police districts, Nurpur reported 14 cases involving properties worth Rs 22.28 crore, followed by Solan with 15 cases involving Rs 17.86 crore and Shimla with 16 cases involving Rs 12.61 crore. Una reported properties worth Rs 10.98 crore in two cases, while Sirmaur recorded Rs 8.84 crore in seven cases.
The government has also sought to encourage public cooperation through the Chitta Information Reward Scheme, launched by Sukhu during an anti-chitta awareness walkathon in Dharamshala on December 1, 2025. The scheme provides cash rewards ranging from Rs 10,000 to Rs 10 lakh, depending on the quantity involved, with rewards exceeding Rs 5 lakh specified for information about major drug networks. Information can be reported through emergency helpline 112, with confidentiality for informants emphasised.
Prevention initiatives include the Khelo Himachal-Chitta Mukt Himachal campaign, which encourages young people to participate in sports and constructive activities.
Awareness walkathons in Shimla, Dharamshala, Hamirpur, Una and Bilaspur have also been organised to mobilise communities against drug abuse.
Alongside enforcement, the government is expanding treatment and rehabilitation facilities.
The Nav-Jeevan centre at Mashobra provides specialised de-addiction and rehabilitation services for women, including medical treatment and psychological counselling.
A centre is planned at Dr Rajendra Prasad Government Medical College, Tanda, while a modern 100-bed facility at Kotla Barog in Sirmaur district is being developed.
The government has also established a De-addiction Prevention and Rehabilitation Board to strengthen preventive measures and support the reintegration of people affected by substance dependence.
