Himachal: HC directs urgent action on road, facilities at AIMSS Chamiyana

Shimla, May 20 (UNI) The Himachal Pradesh High Court has directed the state government to swiftly address infrastructure issues hindering the road from Bhatta Kuffer to IGMC Phase-II and the development of Atal Institute of Medical Super Specialties (AIMSS), Chamiyana.
A division bench of Chief Justice G S Sandhawalia and Justice Ranjan Sharma passed these directions on May 14 while hearing a suo motu PIL (public interest litigation).
The court expressed concern over incomplete road widening due to unshifted electricity poles, pending land acquisition and poor inter-agency coordination. HPSEBL was asked to detail the number and location of poles needing relocation without disrupting power supply.
For a 210-metre stretch requiring acquisition of 00-06-02 hectares of private land, the state informed that negotiations were underway at Rs 12 lakh per biswa, totaling Rs 1.92 crore. The Forest Department was directed to expedite tree enumeration to facilitate road expansion.
The bench flagged non-compliance regarding the construction of ‘Sarayans’ (resting accommodations) near AIMSS Chamiyana, and directed a separate affidavit on steps taken. The court also noted a lack of public transport for patients despite staff buses running since March. HRTC was told to initiate necessary bus services.
Safety concerns were raised over the absence of streetlights in the forest stretch between Bhatta Kuffer and Chamiyana, with the court urging resolution of jurisdictional hurdles.
Reviewing AIMSS progress, the court noted OPD and IPD services have started but called for urgent action on doctor accommodation and ambulance procurement, especially ALS ambulances, with only one bidder responding to a previous tender.
NHAI and the state were directed to coordinate over a 300-metre road segment from Shakral to Dhalli, partly under NH-05 and partly under PWD, and ensure timely metalling and maintenance.
The court also sought an update on the Diagnostic Block, after Rs 23.80 crore was released in March 2025.
The matter will be heard next on June 18.
