UP to prepare master plans for 93 municipal bodies to boost planned urban development

Lucknow, Oct 29 (UNI) The Uttar Pradesh government will prepare master plans for 93 municipal bodies to promote planned urban development, with provisions for residential and commercial areas, roads, parks, drainage and other infrastructure, officials said.
The initiative, modelled on the planning framework followed by development authorities, will cover municipal bodies with populations ranging from 50,000 to 1 lakh. These include 62 municipal councils.
The Urban Development Department will incorporate the necessary provisions into its regulations to streamline the preparation of master plans. The expenditure on the exercise will be borne under the Centre's AMRUT 2.0 scheme, officials said.
Preparations are underway to select an agency for preparing the plans, and a tender is expected to be issued soon. The situation will become clearer once the details of the implementation process for the remaining municipal bodies are revealed. To streamline the process of preparing master plans, the Urban Development Department will incorporate provisions from Sections 8 to 12 of the Master Plan into its regulations.
As part of the process, surveys will be conducted to assess existing land use, population, road networks and available infrastructure. Based on these assessments, a blueprint for future urban development will be drawn up.
Suggestions and objections will also be invited from local residents before the master plans are finalised, allowing local requirements to be considered in development proposals.
The plans will identify areas suitable for residential and commercial activities and make provisions for roads, parks, public amenities and drainage systems.
A senior department official said the initiative could help address challenges arising from unplanned construction and inadequate infrastructure in rapidly growing urban centres. It would also enable authorities to assess future requirements for road widening, drainage and expansion of public facilities in advance.
The expenditure incurred in preparing the master plan and related processes will be borne under the AMRUT 2.0 scheme. The initiative aims to bring medium-sized cities within the framework of planned urban development. However, effective implementation, monitoring of proposals and adequate budgetary support would be crucial to achieving the intended outcomes, officials said.
Principal Secretary of the Housing and Urban Development Department P Guruprasad said the process of preparing master plans has begun in more than 50 municipal bodies. An agency would soon be selected through a tender, he said.
