Haryana Human Rights Commission seeks reports on Ambala building collapse that killed six

Ambala, Oct 6 (UNI) The Haryana Human Rights Commission has sought detailed reports from senior district authorities following the collapse of an under-construction three-storey building at Dhulkot village in Ambala district that claimed six lives and left several workers injured.
Taking cognisance of a complaint in the matter, the Commission said the incident raised serious concerns relating to public safety and the right to life and warranted examination in the larger public interest. It made it clear, however, that it was not drawing any conclusion at this stage on the cause of the collapse or assigning responsibility to any individual without receiving factual and official reports from the concerned authorities.
The Commission has requisitioned a detailed report from the Deputy Commissioner, Ambala, seeking the exact number of people killed or injured, details of relief or compensation provided to the victims or their families, steps taken by the district administration and information on whether any magisterial or administrative inquiry has been conducted or ordered. The administration has also been asked to provide the findings and action taken, if such an inquiry has already been held.
The Commissioner, Municipal Corporation, Ambala, has been directed to report whether the building plan had been duly sanctioned by the competent authority and whether construction was being carried out in accordance with the sanctioned plan and applicable building bye-laws.
The Commission has also sought details of the owner, builder, contractor, architect and structural engineer associated with the construction, besides information on whether municipal officials had inspected the site before the incident and whether any notice, violation, demolition or other proceedings had been initiated in relation to the building. Copies of the sanctioned plan, building permission, relevant NOCs and inspection reports have also been sought.
The Superintendent of Police, Ambala, has been asked to submit a report on the police investigation, including whether an FIR has been registered, the legal provisions invoked, the status of the investigation and whether the role of the owner, builder, contractor, engineer or any other person has been examined.
The Commission has specifically sought to know whether the investigation has found any negligence, violation of safety norms or other culpable act, and, if so, what action has been taken against those responsible.
It has further asked the authorities to state whether any technical or structural assessment of the collapsed building has been conducted and, if so, furnish a copy of the report. The authorities have also been directed to inform the Commission about measures being taken to prevent similar incidents and ensure compliance with prescribed safety standards at construction sites.
The Commission has fixed November 12, 2026 as the next date of hearing and directed that the requisite reports reach it at least one week before the hearing.
The proceedings followed a complaint filed by Amandeep Singh Bhatia, which raised questions concerning approval of the building plan, compliance with construction and safety norms, supervision and periodic inspection of the work, and the possible responsibility of the owner, builder, contractor, engineer or others associated with the construction.
Contemporaneous reports said the building collapsed while workers were engaged in laying the roof slab, with rescue operations later recovering six bodies. The reported death toll had initially stood at four before two more bodies were recovered. UNI KK NST AAB
