Shanta Kumar Calls for Excluding Creamy Layer from SC Reservation Benefits

Palampur, Oct 15 (UNI) Former Himachal Pradesh Chief Minister and ex union Minister Shanta Kumar has called upon the Central government to frame rules to ensure that reservation benefits reach the poorest sections of Scheduled Castes (SCs), rather than being repeatedly availed of by affluent families.
In a statement here on Thurssday, he said that despite several decades of reservation and other facilities, many SC families continued to live in extreme poverty, while influential and well-off sections were benefiting disproportionately.
Referring to a recent case in which the son of two IAS officers belonging to an SC community was granted reservation benefits despite the presence of several poor families of the same community in the village, Shanta Kumar said the matter had reached the Supreme Court, which expressed surprise over the situation.
He said the Supreme Court had repeatedly urged the government to consider excluding the creamy layer, or economically advanced sections, from SC reservation benefits. However, the Centre had reportedly stated that no such provision existed.
Shanta Kumar urged the government and the Opposition to take the issue seriously and introduce appropriate rules without delay. He clarified that he was not advocating the transfer of reservation benefits to other communities, but wanted them to reach those within the eligible communities who had not benefited from the policy earlier.
Had the benefits been distributed more equitably, he said, poverty among Scheduled Castes could have been substantially reduced by now. UNI AR CDS
