Delhi to restrict older commercial vehicles from Nov 1; Gurugram Police impound 206 vehicles in separate drives

Gurugram, Oct 16 (UNI) Gurugram Police on Friday warned transporters of tighter emission-based restrictions on commercial vehicles entering Delhi from November 1, while announcing the impounding of 206 vehicles in separate enforcement drives, including a motorcycle carrying 25 pending traffic challans worth Rs 1.11 lakh, a police spokesperson said.
The police also reported a woman's death in a crane accident near Hero Honda Chowk, the arrest of a suspect in an electric loader theft case and the apprehension of two men for allegedly serving liquor illegally.
The spokesperson said the new pollution-control restrictions would affect commercial goods vehicles, including light, medium and heavy goods carriers, as well as buses failing to meet the prescribed emission standards.
The transitional relaxation allowing BS-IV commercial goods vehicles registered outside Delhi to enter the national capital will expire on October 31.
From November 1, BS-VI-compliant diesel, CNG, LNG and electric commercial goods vehicles will remain eligible for entry under the applicable rules.
Delhi-registered goods vehicles are exempt from this specific entry restriction, although other pollution-control regulations will continue to apply.
For buses, permitted categories include BS-VI diesel, CNG and electric vehicles.
The restrictions will also cover buses operating under All India Tourist Permits and other service arrangements, while Delhi-registered buses will remain exempt from the November 1 bus-entry restriction.
"Transporters, bus operators and commercial vehicle drivers must verify their vehicles' emission standards, fuel type and registration details before entering Delhi and ensure strict compliance with the prescribed restrictions," the police spokesperson said.
The measures are intended to reduce vehicular emissions in Delhi and the National Capital Region ahead of the winter pollution season.
In a separate crackdown on traffic violations, Gurugram Police's East Zone impounded 205 vehicles found operating without prescribed registration number plates.
Police teams conducted checks across different police station jurisdictions to identify vehicles violating registration requirements. The spokesperson said vehicles without number plates posed a challenge to law enforcement because their identification and tracing became difficult, particularly during criminal investigations.
Police said the drive was aimed at improving traffic discipline, strengthening vehicle identification and preventing the potential misuse of unidentified vehicles.
In another enforcement action on Friday, Gurugram Traffic Police impounded a motorcycle after discovering 25 pending challans amounting to Rs 1,11,500.
The motorcycle was intercepted during a routine vehicle inspection by a traffic police team in the South City-2 area. The spokesperson said the rider failed to produce the required vehicle documents.
A subsequent verification revealed 25 outstanding challans issued under the Motor Vehicles Act, 1988.
The violations included driving without valid insurance, a Pollution Under Control (PUC) certificate and a High-Security Registration Plate (HSRP), besides other traffic offences.
"Verification of the motorcycle's records revealed 25 pending challans involving fines totalling Rs 1,11,500. The vehicle was impounded in accordance with the prescribed legal provisions," the spokesperson said.
The motorcycle was shifted to a designated parking facility. Police urged vehicle owners to clear outstanding challans, maintain valid insurance and pollution certificates, and ensure that their vehicles carry the prescribed registration plates.
Meanwhile, a young woman was killed after being struck by a Hydra crane near Hero Honda Chowk on October 15.
According to the spokesperson, the woman was crossing the road on her way to work at around 8.30 a.m. when the crane allegedly hit her while being driven at high speed and negligently.
Her father lodged a complaint at the Naharpur Rupa police post, following which a case was registered at Sadar Police Station. The driver, identified as Anirudh Singh, a resident of Jalaun district in Uttar Pradesh, was joined in the investigation on October 15 in accordance with the prescribed legal procedure.
Police recovered the crane involved in the accident. Further investigation is underway.
In another case, the Crime Branch Border team arrested a 33-year-old man in connection with the theft of a battery-operated rickshaw loader from the Housing Board area on Fazilpur Road. The vehicle was stolen on October 2, while its owner lodged a complaint on October 5.
The accused, identified as Pradeep alias Lal, a resident of Baldev Nagar, was arrested near Government College in Sector 9A on October 15.
Police recovered the stolen loader from his possession.
The spokesperson said a snatching case had previously been registered against the accused in Gurugram.
Separately, Sector 14 Police apprehended two men for allegedly serving liquor without a valid licence or permission at Sector 12 Chowk during the intervening night of October 14 and 15.
The accused were identified as Deepak Reshmi, originally from Nepal, and Pramod Mandal, a native of Madhubani district in Bihar. Both were residing in East Rajiv Nagar.
Separate cases were registered against them at Sector 14 Police Station.
Police appealed to motorists and transport operators to comply with emission norms, registration requirements and traffic regulations, warning that enforcement against violations would continue.
