Kishau project clears key hurdle, Haryana expects 1,280 cusecs more water

Chandigarh, Sep 15 (UNI) Haryana is expected to receive about 1,280 cusecs of additional water from three storage projects in the upper Yamuna basin after an agreement cleared a major hurdle to the long-delayed Kishau multipurpose project, Chief Minister Nayab Singh Saini said on Tuesday.
The additional supply would come from Kishau, Renukaji and Lakhwar projects, with the latter two already under construction. Together, the three projects are likely to provide Haryana about 1,143 million cubic metres (MCM) of water, according to state government figures.
For Haryana, where canal water is vital to agriculture and growing urban demand is putting additional pressure on supplies, the Kishau agreement marks a significant step towards expanding storage capacity in the Yamuna basin.
"This issue had remained pending for decades," Saini said. "It has now been resolved through dialogue, cooperation and mutual agreement."
He said the benefits would extend beyond immediate water requirements."This will not only help meet Haryana's present needs but also strengthen water security for future generations," the chief minister said.
According to the government's calculations, the three projects will together generate additional water availability of 2,676 MCM. Haryana's projected share is about 1,143 MCM, which the state has put at roughly 1,280 cusecs.
Saini said Haryana was entitled to 48% of the Yamuna water covered by the sharing arrangement, making additional storage in the upper reaches particularly important for the state.
"Haryana has a legitimate 48 percent share in Yamuna waters," he said. "Whenever storage capacity or water availability increases upstream, Haryana stands to gain substantially."
The figures are projections based on the three projects becoming operational. The additional supply will materialise after the projects are completed and water is stored and released according to the agreed sharing arrangements.
Renukaji and Lakhwar are already under construction, while Saini said work on Kishau was expected to begin soon following the agreement among the states concerned.
The Kishau project has remained on the drawing board for decades as participating states grappled with questions surrounding water sharing and implementation.
Its movement towards construction is important because the Yamuna basin has large seasonal variations in flow. Storage in the upper reaches allows water from periods of higher availability to be retained for use during leaner months.
Saini credited the Centre with helping break the deadlock, thanking Prime Minister Narendra Modi, union Home Minister Amit Shah and Jal Shakti Minister C.R. Patil.
He singled out Shah's role in bringing the states to an agreement.
"The union Home Minister's intervention helped pave the way for consensus among all stakeholder states," Saini said.
Patil, he said, has worked with the States and the ministries and departments involved to address pending issues surrounding the project.
Water remains one of Haryana's most politically sensitive resources. Agriculture accounts for a large share of demand, while expanding cities and industrial centres have increased pressure on drinking-water supplies.
The state also depends on interstate river arrangements, making upstream storage and the timing of releases as important as its nominal allocation.
That is why the government is placing considerable weight on the combined impact of Kishau, Renukaji and Lakhwar rather than treating Kishau as a stand-alone project.
Saini said the additional water would eventually support both irrigation and household supplies.
"Our commitment is to take water to every field and every household," he said.
For Haryana, however, the projected 1,280-cusec gain remains tied to execution on the ground. Renukaji and Lakhwar must be completed, and Kishau, after years of delay, must now move from interstate agreement to construction before the additional water becomes available.
