KPSC scam: ED tracks IAS officer Gangwar's property, jewellery trail

Bengaluru, Oct 6 (UNI) The Enforcement Directorate has widened its probe into the Karnataka Public Service Commission recruitment scam, putting a luxury apartment near Bengaluru airport, gold and diamond jewellery and other assets allegedly acquired by arrested IAS officer Gyanendra Kumar Gangwar under the scanner.
Gangwar, the former KPSC Controller of Examinations, allegedly received about Rs 1.30 crore out of the Rs 1.52 crore collected from candidates for leaking the veterinary doctors’ recruitment examination paper, according to investigators.
The probe has now zeroed in on an apartment at Godrej Royal Woods near Devanahalli, allegedly bought with the proceeds of the recruitment scam in the name of Gangwar’s brother.
Police sources said Gangwar’s brother and his family were allegedly unaware that the property had been purchased in his name and had never used the apartment. Investigators suspect Gangwar used the flat for private parties and meetings.
The ED has told a special PMLA court that the Devanahalli property was purchased from proceeds of the alleged crime and that the recruitment scam money was routed through middleman Basavaraj Kannale and his associates.
The money trail has also led investigators to expensive jewellery allegedly bought for Gangwar’s fiancée. The CID and ED have traced Rs 52 lakh allegedly funnelled to Gangwar through Kannale and his associates for jewellery purchases.
Jewellery worth Rs 29.94 lakh was allegedly purchased at Bhima Jewellery in Bengaluru in March 2026, followed by another purchase worth about Rs 23 lakh in July. Investigators have traced payments for the purchases to bank accounts linked to Kannale and his associates.
Gangwar has reportedly given contradictory explanations to investigators, including a claim that his fiancée had issued cheques to repay the jewellery costs and another that the jewellery was purchased as a birthday gift.
The ED is also examining an unexplained Rs 26 lakh deposited in cash between January and August 2025 into the bank accounts of Gangwar’s brother and sister-in-law.
Investigators are further examining a semi-constructed house allegedly purchased in Bareilly for Rs 25 lakh in 2025 and a real estate construction business launched by Gangwar’s elder brothers in Uttar Pradesh the same year, to establish whether they have any connection with alleged illegal gratification received through KPSC recruitments.
Gangwar, 41, served as KPSC Controller of Examinations from January 2024 to March 2026. The CID arrested him on August 29, followed by his arrest by the ED on September 18.
The ED is now examining whether the alleged paper-leak and recruitment racket extended beyond the veterinary doctors’ examination, with as many as 12 other KPSC examinations conducted during Gangwar’s tenure under scrutiny.
The scam has also cast a shadow over the former KPSC chairman Shivashankarappa Sahukar, who is being investigated in the veterinary officers recruitment case and over allegations that his daughter secured appointment as an industrial extension officer through illegal means.
The Karnataka High Court has ordered an SIT probe into two KPSC recruitment fraud cases. The state government has challenged the order in the Supreme Court, arguing that the High Court had made no adverse observations against the CID investigation.
The investigation has thus expanded from alleged examination paper leaks and collection of bribes to tracing the alleged proceeds of the crime through properties, bank accounts, jewellery and family-linked assets.
