Political rift escalates as Eknath Shinde overrules Ganesh Naik to push Navi Mumbai Cluster Redevelopment Scheme

Navi Mumbai, Oct 21 (UNI) In a landmark decision that redefines Navi Mumbai's real estate landscape, Deputy Chief Minister and Urban Development Minister Eknath Shinde has officially greenlit the Cluster Redevelopment Scheme for the satellite city.
The directive allows multiple housing societies to jointly undergo redevelopment with lucrative concessions and increased FSI, delivering long-awaited relief to thousands residing in dilapidated, high-risk structures.
However, behind the policy victory for citizens lies a fierce political showdown. By unilaterally pushing the scheme through, Shinde has overruled the local civic body's objections, effectively delivering a sharp political setback to Cabinet colleague and regional heavy hitter Ganesh Naik.
The rivalry between Eknath Shinde and Forest Minister Ganesh Naik—both key figures within the ruling Mahayuti coalition—is a well-documented rift in
Maharashtra politics.
Prior to Shinde’s intervention, Naik’s faction-dominated Navi Mumbai Municipal Corporation (NMMC) had passed a stay resolution against cluster redevelopment.
Naik argued that aggressive cluster expansion would lead to population density spikes, crippling the city's basic infrastructure, roads, water supply, and power networks.
Refusing to let the resolution stand, the Urban Development Ministry overturned NMMC's stay order, deeming cluster development essential for providing citizens with safer, modern, and larger homes.
Occupants living in hazardous and structurally unsafe buildings now have a viable, state-backed avenue for fast-tracked group redevelopment.
By overriding the NMMC resolution, Shinde has asserted his dominance over Navi Mumbai's planning affairs, bypassing Naik's traditional stronghold.
With Naik strongly opposing the move, all eyes are now on whether his faction will pursue legal recourse or challenge the state's directive in the upcoming civic elections.
