Sea Link slashes costs, boosts connectivity for India's largest port

Mumbai, June 27 (UNI) India's forthcoming largest port at Vadhavan in Palghar district is set to be integrated into a major regional transport network, receiving critical road connectivity, including links to the Nagpur-Mumbai Samruddhi Expressway and the Vadodara-Mumbai Expressway. This strategic move aims to unlock significant economic potential and enhance freight movement.
The Mumbai Metropolitan Region Development Authority (MMRDA) presented a revised, cost-effective blueprint for the Uttan-Virar Sea Link (UVSL) project to Chief Minister Devendra Fadnavis and Deputy Chief Minister Eknath Shinde, who also serves as the state’s Urban Development Minister.
During a project review meeting, Fadnavis directed that the proposed sea link must directly connect to both the Vadhavan Port and the Samruddhi Expressway, establishing it as a vital artery linking Mumbai to the ambitious port development. Officials confirmed on Friday
This connectivity will extend further, linking the project to the Vadodara-Mumbai Expressway via the Virar connector. This integration is expected to substantially improve the movement of goods and passengers between Mumbai's northern suburbs and the western coastal corridor.
"The project will not only create economic opportunities but also strengthen India’s port-led development vision," stated Fadnavis.
Following detailed technical evaluations, MMRDA presented six cost variants for the UVSL, ranging from Rs 87,427 crore to Rs 52,652 crore. The state leadership selected the Rs 52,652 crore option, deeming it the most financially viable, efficient, and environmentally sustainable solution. This revised design successfully reduced the projected cost from the initial Rs 87,427.17 crore. Officials from the Chief Minister’s Office and MMRDA highlighted the significant cost savings achieved.
The Uttan-Virar Sea Link is now positioned as a cornerstone of the Mumbai Metropolitan Region's future transport network. It will provide a direct route connecting Mumbai’s northern suburbs to the Vadhavan Port and the Delhi-Mumbai Industrial Corridor, promising substantial new economic and connectivity benefits across the region.
Fadnavis also instructed the formation of a Special Purpose Vehicle (SPV) to implement the UVSL project and called for expedited approvals for the finalized alignment.
Located approximately 140 km from downtown Mumbai near the Maharashtra-Gujarat border, the Vadhavan (or Wadhwan) Greenfield all-weather port project, where Prime Minister Narendra Modi performed the groundbreaking ceremony last year, represents a total investment of Rs 76,220 crore, including land acquisition.
The port is being developed by Vadhavan Port Project Ltd (VPPL), an SPV formed by the Jawaharlal Nehru Port Authority (JNPA) holding a 74% stake and the Maharashtra Maritime Board (MMB) holding 26%. Development will encompass core infrastructure, terminals, and other commercial facilities under public-private partnerships.
In a complementary development, the state-run Maharashtra Airport Development Company (MADC) has initiated a pre-feasibility study for a potential Greenfield airport in the Vadhavan area of Palghar district.
