US presidential envoys Steve Witkoff and Jared Kushner to discuss ideas to end war with Ukrainian, European officials in Miami

Washington, Oct 9 (UNI) US presidential envoys Steve Witkoff and Jared Kushner will meet Ukrainian negotiators and European officials in Miami today to discuss new proposals for achieving a breakthrough in the peace process in Russia-Ukraine war, US and Ukrainian officials said.
The Trump administration is seeking a diplomatic breakthrough before the US midterm elections and the onset of harsh winter conditions in Ukraine. One proposal under discussion is a partial ceasefire covering attacks on energy infrastructure and grain shipments.
Kyiv has expressed willingness to consider the measure, while Moscow has shown little inclination to agree.
“They are all nervous about the winter. It will be a tough winter if the war does not stop. So, the US is trying to mediate with the sides, with the goal of creating a unified proposal,” a US source said.
Witkoff and Kushner visited Moscow and Kyiv in early September and have since been working with both sides on an updated peace initiative.
US Secretary of State Marco Rubio described the conflict as a “stalemate” at a press conference in Lisbon on Thursday, saying Washington wanted to prevent further escalation in the coming month and find a way to end the war.
Witkoff and Kushner met President Donald Trump on Thursday to present the latest US proposal and seek his input ahead of the talks, which are expected to last two days. Treasury Secretary Scott Bessent and Deputy National Security Adviser Mike Needham also attended the meeting, a US official said.
Ukraine’s delegation is expected to include presidential chief of staff Kyrylo Budanov, Foreign Intelligence chief Rustem Umerov, diplomatic adviser Sergey Kyslytsia and MP Davyd Arakhamia.
The US has also invited national security advisers from the UK, France and Germany, alongside officials from NATO and the European Union. Discussions are expected to cover security guarantees for Ukraine, a post-war economic recovery plan and other aspects of the conflict.
Ukrainian President Volodymyr Zelensky said on Thursday that Kyiv was discussing the possibility of an energy and grain ceasefire with Washington.
“As for what might be realistic or more realistic, I am not ready to say yet. I do not want to say something and then have Russia, as always, do the opposite out of spite. So, let's wait and see,” he told reporters.
Despite scepticism in Kyiv, a Ukrainian official said the US midterm elections and Russia’s interest in securing sanctions relief could create incentives for Russian President Vladimir Putin to agree to some form of ceasefire.
Witkoff and Kushner could travel to Moscow later this month for further talks with Putin, according to a source familiar with the plans.
