NHRC issues sweeping advisory on women's safety at workplaces and public spaces

New Delhi, Oct 27 (UNI) In a strong push to make workplaces and public spaces safer for women across the country, the National Human Rights Commission (NHRC) has issued a comprehensive advisory to the Central government, all states and union Territories, calling for urgent and concrete measures to strengthen women's safety and demanding action-taken reports within 60 days.
The advisory, dispatched to the secretaries of 10 key union ministries, the Chairperson of the Railway Board, and the Chief Secretaries and Administrators of every state and union Territory, comes amid persistent concerns that despite stringent laws on paper, women continue to face serious risks in both professional and public environments.
The NHRC has underlined that ensuring women's safety is not merely a matter of law enforcement but a fundamental prerequisite for safeguarding their constitutional rights to justice and equal opportunity.
A secure environment, the commission emphasised, is essential to enable women to participate more fully in the workforce and realise their true potential without fear or constraint.
Backing its advisory with hard data, the commission pointed out that women's labour force participation stood at 34.6 per cent in September 2026, according to the Periodic Labour Force Survey.
It also cited the latest National Crime Records Bureau report published in 2026, which recorded approximately 4.4 lakh cases of crimes against women, a stark reminder that legislative frameworks alone have not translated into the safe spaces women are entitled to.
The advisory zeroes in on eight key pillars: raising awareness about women's safety and sexual harassment; upgrading infrastructure; encouraging bystander intervention; strengthening the role of police; extending support to survivors; tackling cybercrime against women; driving long-term institutional reforms; and implementing additional measures to reinforce overall safety.
The 10 union ministries directed to act on the recommendations include Women and Child Development, Education, Home Affairs, Information and Broadcasting, Labour and Employment, Corporate Affairs, Road Transport and Highways, Housing and Urban Affairs, and Health and Family Welfare, as well as the Railway Board.
The commission has made it clear that token measures will not suffice. All concerned authorities have been instructed to take visible, time-bound action on the recommendations and submit detailed action-taken reports within two months, outlining the concrete steps taken and the progress achieved on the ground.
