No candidate will be considered ineligible for government employment based on political ideology: UP govt

Lucknow, Oct 29 (UNI) The Appointments Department has clarified its position on reports published in some media regarding the government order regarding character and antecedents verification of candidates for government appointments in Uttar Pradesh.
According to the department here on Thursday, when interpreting the government order, it is important to understand its original intent and actual provisions. ''The relevant rule clarifies that a person will not be considered ineligible for government employment solely on the basis of their political ideology. Therefore, it is inappropriate to interpret this provision as a mechanism for denying a government job based on political ideology, ideological disagreement, or peaceful protest,'' an official said.
The provision clearly distinguishes between political ideology and violent activities. It specifically mentions organizations whose stated objective is to change the existing order of society through violent means. Cases of affiliation with and related activities of such organizations will be considered in accordance with the established rules. This does not intend to equate general political views, criticism of the government, or peaceful democratic activities with violent activities.
According to the Appointments Department, this provision regarding character and antecedents verification for government appointments was also included in the previous Government Order. In compliance with the High Court's directives, the new Government Order consolidates the relevant provisions and presents them in a simpler, clearer, and more systematic form. The objective is to ensure understanding of the rules, their uniform compliance, and clarity in the verification process. This will facilitate candidates' understanding of the provisions and avoid unnecessary confusion.
The relevant rule states that participation in such activities during the three years preceding the date of examination after attaining the age of 21 years is considered proof of a person's active engagement. Furthermore, concrete evidence of positive change in a person's attitude during this period is also taken into account. Therefore, understanding this provision solely by referring to the three-year period is not sufficient; all aspects of it must be read together.
In a democratic system, expressing political views, criticizing government policies, and expressing one's views peacefully are distinct matters. These cannot be equated with activities aimed at changing the social order through violent means. Character and antecedents verification for government service is a process of assessing the suitability of candidates according to prescribed standards.
Therefore, it is essential to interpret the Government Order based on its full text and context, so that no provision is presented in a manner inconsistent with its original intent and unnecessary confusion is avoided among candidates, the official noted.
