Panchkula, Sep 18 (UNI) Haryana has given high-tension electricity consumers a wider cushion against monthly demand fluctuations, exempting consumers with maximum demand up to 10 per cent above the sanctioned contract demand from surcharge, while also allowing them to reduce their load and restore it to the originally sanctioned level within three years.
Under amended regulations notified by the Haryana Electricity Regulatory Commission (HERC), maximum demand exceeding the sanctioned contract demand by more than 10 per cent but up to 15 per cent will attract a 20 per cent surcharge on the total charges for the sale of power during that month.
If the excess is more than 15 per cent, the surcharge will be 25 per cent, or such rate as the Commission may subsequently prescribe.
DHBVN has now ordered implementation of the amendments through Sales Circular D-12/2026 dated September 14. The amendments became effective on July 29, 2026, following publication in the Haryana Government Gazette, and the DHBVN circular specifies their application to HT consumers.
The second major change concerns industrial and other HT consumers seeking to reduce sanctioned load or contract demand. Where there is no change in the voltage level, only the prescribed processing charges on the reduced load will be payable, subject to a maximum processing fee of Rs 20,000.
A consumer reducing load or contract demand can subsequently restore it up to the originally sanctioned level within three years. Such restoration will be treated as a fresh application for load extension, but no service connection charges will be payable for restoration up to the original sanctioned level.
Only one reduction and one subsequent restoration will be allowed during the three-year period, with a minimum six-month lock-in after each such change. Restoration will also depend on system capacity and technical feasibility.
Consumers with outstanding dues, or those involved in electricity theft, unauthorised use, or similar pending proceedings or litigation, will not be entitled to the facility.
