Notification for biennial elections for 10 RS, 11 legislative Council seats in UP

Lucknow, Sept 28 (UNI) The Election Commission of India (ECI) will issue notification for biennial polls for 10 seats of Rajya Sabha and 11 State Legislative Council seats in Uttar Pradesh on Tuesday.
Chief Electoral Officer of Uttar Pradesh, Navdeep Rinwa here on Monday informed that the term of the members of the 10 Rajya Sabha seats in Uttar Pradesh expires on November 25.
As per the schedule announced by the Commission, the notification for the elections will be issued on September 29. The last date for filing nominations will be October 6, scrutiny of nomination papers will be done on October 7, and candidates can withdraw their nominations until October 9.
Rinwa informed that voting will take place on Friday, October 16. Voting is scheduled from 9:00 AM to 4:00 PM and counting of votes will begin at 5:00 PM on the same day. The election process will be completed by October 19.
The term of office of the members elected from the 5 Graduate constituency and 6 from Teacher constituencies of the UP Legislative Council expires on December 6.
He informed that, as per the schedule released by the Commission, the election notification will be issued on September 29. The last date for filing nominations is October 6, scrutiny of nomination papers is October 7 and the last date for withdrawal is October 9. The polling will be held on October 23 and counting of votes on October 27.
The retiring members for the Rajya Sabha seats from Uttar Pradesh include Arun Singh, Geeta alias Chandraprabha, Neeraj Shekhar, Brijlal, Prof. Ram Gopal Yadav, Ramji Lal , B.L. Verma, Seema Dwivedi, Dr. Dinesh Sharma (vacant from September 11), and Hardeep Singh Puri.
The 11 constituencies of the Uttar Pradesh Legislative Council and the retiring elected members are :Avnish Kumar Singh from Lucknow Division Graduate constituency , Ashutosh Sinha from the Varanasi Graduate Division, Dr. Manvendra Pratap Singh 'Guru Ji' from the Agra Graduate Division, Dinesh Kumar Goyal from the Meerut Graduate Division, Dr. Man Singh Yadav from the Allahabad-Jhansi Graduate Division, Umesh Dwivedi from the Lucknow Teacher Division, Lal Bihari Yadav from the Varanasi Teacher Division, Dr. Akash Agarwal (Unaided) from the Agra Teacher Division, Shrichand Sharma from the Meerut Teacher Division, Hari Singh Dhillon from the Bareilly-Moradabad Teacher Division, Dhruv Kumar Tripathi from the Gorakhpur-Faizabad Teacher Division.
Meanwhile , both BJP and SP held meetings on Monday to discuss on the strategy for the Rajya Sabha polls. While the ruling BJP with the help of NDA partners can contest for 8 seats while the SP was also considering to fight for 3 seats.
Both BJP and SP would require additional votes to win all seat and hence there is all possibility of cross voting from both sides.
UP assembly currently has 396 MLAs. The BJP is the largest party with 255 members followed by Samajwadi Party, with 101 MLAs. Thirteen MLAs are from Apna Dal Sonelal, nine from Rashtriya Lok Dal, six from SBSP, five from Nirbal Indian Shoshit Hamara Aam Dal( NISHAD Party), two from Jansatta Dal Democratic, two from Congress, and three are independents. Seven seats are vacant.
The NDA includes Apna Dal (Sonelal), RLD, Subhaspa, Nishad and thus the alliance reaches 288. With the support of Jansatta Dal (Democratic) this figure reaches 289. UNI MBD CDS

Centre allows Haryana to start Kharif procurement from Sept 29, reiterates safeguards against irregular purchases
