Odisha adopts three-pronged strategy to fight corruption: CM Majhi

Bhubaneswar, Oct 27 (UNI) Odisha Chief Minister Mohan Charan Majhi on Monday said the state government had adopted a three-pronged strategy to combat corruption, focusing on a zero-tolerance policy, intelligence-based action against officials irrespective of their rank or tenure, and prosecution to ensure punishment for those found guilty.
Addressing the state-level Vigilance Awareness Week-2026 programme at the Lok Seva Bhawan Convention Centre in Bhubaneswar, Majhi stressed that the government was committed to strengthening anti-corruption measures through modern technology, greater transparency and effective enforcement.
He highlighted that the conviction rate in Odisha Vigilance cases had risen to 65 per cent up to September 2026, compared with 50 per cent in 2025.
The Chief Minister said the government was placing greater emphasis on technology-driven governance to prevent corruption and improve accountability in public administration. In this connection, the Odisha IT Policy had been approved to facilitate the adoption of modern technological solutions across sectors.
He also announced that a Preventive Vigilance Research Wing was being established within Odisha Vigilance to identify corruption-prone areas and detect individuals involved in corrupt practices. The initiative, he said, was aimed at making the administration more transparent, accountable and responsive to public needs.
Administering an integrity pledge to officials and other participants, Majhi warned government employees against engaging in corrupt practices. He said the administration was no longer operating from an “ivory tower” but was reaching out to citizens and listening to their grievances.
He described the state government's public grievance hearing programme as an important mechanism for checking corruption at the grassroots level. The initiative enables citizens to directly approach the Chief Minister and ministers with complaints about corrupt practices and seek appropriate action.
Referring to the Centre's JAM (Jan Dhan-Aadhaar-Mobile) framework, Majhi said technology-enabled delivery of public services had helped reduce corruption and eliminate leakages at the grassroots level. He described the system as particularly beneficial for the poor by improving the delivery of government assistance.
Highlighting the government's anti-corruption drive over the past two-and-a-half years, the Chief Minister said Odisha Vigilance had taken stringent action against several senior officials, including an IAS officer, eight officials of chief engineer rank, two divisional forest officers, joint commissioners of the Excise Department and the State Transport Authority, three deputy directors of mines, five tehsildars and four block development officers, among others.
Majhi further said that 41 government employees had been dismissed from service following their conviction in corruption cases, while the pensions of 91 retired government employees had been stopped.
He said the conviction rate in Odisha Vigilance cases had increased from 50 per cent in 2025 to 65 per cent up to September 2026, adding that the state's performance had received appreciation both within and outside Odisha.
At the programme, the Chief Minister presented awards recognising outstanding performance in 2025.
The Koraput Vigilance Division was adjudged the best division, while the Angul unit received the award for the best unit.
Vigilance Deputy Superintendent of Police Sadananda Pani of Malkangiri was honoured as the best investigating officer. Vaibhavamala Swain of the Bhubaneswar Division received the award for the best woman investigating officer, while Salil Kumar Pradhan of the Bhubaneswar Vigilance Special Judge's Court was recognised as the best public prosecutor.
Chief Secretary Anu Garg said the state government was increasingly using technology across various areas to ensure transparent delivery of public services.
Vigilance Director Yashwant Kumar Jethwa outlined the department's achievements and said Odisha Vigilance continued to take action against corruption in line with the Chief Minister's zero-tolerance approach.
The programme underscored the state government's stated focus on strengthening vigilance mechanisms, expanding technology-based governance and ensuring accountability among public servants as part of its efforts to combat corruption
