Odisha Cabinet approves Rs 176.83 crore disaster recovery-cum-data centre at Keonjhar

Bhubaneswar, Oct 13 (UNI) The Odisha Cabinet, chaired by Chief Minister Mohan Charan Majhi, has approved the establishment of a Rs 176.83-crore Disaster Recovery-cum-Data Centre (DR-cum-DC) at Keonjhar to ensure uninterrupted delivery of critical government digital services during disasters, cyberattacks or major disruptions.
Briefing reporters after the Cabinet meeting, Chief Secretary Anu Garg said the facility would strengthen the state's capacity for business continuity, disaster recovery and cyber resilience by ensuring the continued availability of databases and common platforms supporting Government-to-Business and Government-to-Citizen services.
The proposed facility will be established on the South Campus of Dharanidhar University at Keonjhar, providing geographical separation from the primary data centre in Bhubaneswar and reducing the risk of simultaneous disruption to both facilities.
The centre will have independent power, cooling, connectivity, computing, storage, backup, networking and cybersecurity systems. It will facilitate the restoration of identified government services within approved Recovery Time Objectives (RTO) and Recovery Point Objectives (RPO).
The project will incorporate secure data replication, centralised monitoring, independent backup and cyber-recovery arrangements, along with periodic disaster-recovery drills to ensure the reliability and resilience of critical digital infrastructure.
The project will cost Rs 176.83 crore, inclusive of applicable taxes, comprising Rs 154 crore in capital expenditure and Rs 22.83 crore towards operational expenditure over five years.
Of the total project cost, Rs 162.83 crore will be met from the State Finance Commission Grant-in-Aid. The remaining amount will be borne by the Odisha Computer Application Centre (OCAC) from the State Data Centre maintenance budget of the Electronics and Information Technology Department managed by OCAC, Bhubaneswar.
Following an open tender process, M/s Krystal Integrated Services Limited emerged as the lowest bidder (L1) and was selected for execution of the project. The Cabinet approved the award of work to the company.
The implementation period is nine months, followed by five years of operation and maintenance support from the date of going live.
The facility is expected to provide a geographically independent recovery mechanism for critical government digital services, enhancing Odisha's preparedness to maintain secure, reliable and citizen-centric services during emergencies and major disruptions.
