Odisha plans major tourism, recreation hub along Mahanadi Riverfront at Kataka

Bhubaneswar, Oct 13 (UNI) The Odisha government will develop the Mahanadi riverfront at Kataka into a major recreational, cultural and tourism destination at an estimated cost of Rs 133.72 crore, with the state Cabinet on Tuesday approving the bidding process for the ambitious urban rejuvenation project.
The Cabinet, chaired by Chief Minister Mohan Charan Majhi, approved the tender process for the “Integrated Development of Mahanadi Waterfront at Kataka” under the Engineering, Procurement and Construction (EPC) mode, with comprehensive operation and maintenance for five years.
Chief Secretary Anu Garg told newspersons after the Cabinet meeting that the Mahanadi riverfront at Kataka had significant environmental, cultural, recreational and tourism potential, which the government planned to harness through integrated development.
The project aims to transform the riverfront into a vibrant, accessible and ecologically balanced public space by developing promenades, landscaped areas, cultural and recreational facilities, rejuvenated water bodies and an integrated pedestrian and mobility network.
The initiative is designed to create quality public spaces, improve the riverfront environment and strengthen Kataka’s cultural and tourism identity while ensuring public safety, universal accessibility, environmental sensitivity and long-term resilience.
The major components of the project include riverfront promenades, landscaping and environmental enhancement works, development of Kataka Haat, construction of an Anchor Pavilion, an open-air theatre and the rejuvenation of water bodies.
The project will also provide pathways, parking facilities, utility infrastructure, landscaped gardens, cultural and recreational spaces, lighting, surveillance systems and other public amenities. Pedestrian-friendly infrastructure and non-motorised mobility networks will form an integral part of the development.
The works will be executed in compliance with applicable statutory provisions, environmental requirements and directions of the National Green Tribunal, the Chief Secretary said.
The project has an estimated cost of Rs 133,71,97,015, excluding GST. Construction is expected to begin in November 2026 and be completed by November 2028, within the stipulated period of 24 months.
After completion, the selected agency will be responsible for comprehensive operation and maintenance of the riverfront facilities for five years, in accordance with the provisions of the Request for Proposal (RFP).
The project is expected to enhance public access to the Mahanadi riverfront and create new opportunities for recreation, cultural activities and tourism in Kataka.
