Bhubaneswar, May 24 (UNI) The Odisha government has formulated Vision 2036 and Vision 2047 documents with the aim of building a prosperous, developed, and proud Odisha—a 'Viksit Odisha' that contributes meaningfully to a 'Viksit Bharat', Chief Minister Mohan Charan Majhi said at the Governing Council meeting of NITI Aayog in Delhi on Saturday.
The Chief Minister stated that the Odisha Vision Document is a comprehensive, actionable, and inclusive roadmap, shaped by suggestions from over 3.2 lakh citizens gathered through an online portal and analyzed using artificial intelligence (AI).
The Vision Document, he said, will be officially launched on June 12, and he will personally oversee its implementation.
“Our vision, which is already in motion, is to bring all cultivable land under irrigation to enhance agricultural productivity and increase farmers' incomes. We also aim to drive rapid urbanization
as a key engine of growth,” Majhi said.
“We are committed to building world-class infrastructure—including roads, railways, and air connectivity—with support from the Government of India. Additionally, we plan to leverage Odisha’s long coastline by developing port-based Special Economic Zones (SEZs) as part of the global value chain to boost economic growth and create employment opportunities,” he added.
Majhi emphasized that Odisha is making concerted efforts to attract investments in textiles, garments, food processing, and emerging industries to generate large-scale employment.
The Chief Minister said the people of Odisha aspire to see the state’s economy grow to USD 500 billion by 2036 and USD 1.5 trillion by 2047.
He noted that India currently holds the position of the fastest-growing major global economy, with a growth rate of 6.5 percent in 2024–25. Odisha, driven by a double-engine government approach, has outpaced that figure with a 7.2 percent growth rate during the same period, he claimed.
Majhi stated that the state, in close coordination with the Centre, is actively implementing flagship initiatives such as PM USHA, PM SHRI, Mamata-PMMVY, NEP 2020, and PM-JAY.
He highlighted that 2036 will mark the 100th anniversary of Odisha’s formation, and 2047 will mark the centenary of India’s independence.
Odisha, Majhi said, is emerging as a hub for IT-enabled Services (ITeS) and Global Capability Centres (GCCs). The government has significantly increased allocations for the education and health sectors to ensure that future citizens are well-educated, skilled, and healthy, contributing actively to the state's development.
The state, he asserted, has demonstrated strong fiscal discipline and improved the quality of public expenditure, fostering economic growth and enhancing quality of life.
Speaking on women's empowerment, he said the flagship Subhadra Yojana has been a transformative initiative. “Through the Subhadra Scheme, we have reached over 1 crore women, disbursing more than Rs. 10,000 crore directly into their bank accounts, empowering them both financially and socially.”
He added that Odisha currently ranks first in the country with over 16 lakh 'Lakhpati Didis' (women earning more than Rs. 1 lakh annually).
The Make in Odisha Conclave has reaffirmed the state’s position as the leading investment destination in eastern India. At the recently concluded Utkarsh Odisha Conclave, the state received 593 proposals with an investment intent of Rs. 16.73 lakh crore across 20 sectors, promising employment for 12.88 lakh people—surpassing the cumulative investments received in the last three editions of the conclave.
He also revealed that Odisha has introduced a progressive road policy for the holistic development
of the sector and has established a State Highways Authority, modeled on the lines of the NHAI.
Majhi reiterated the state’s commitment to increase urbanization from the current 17 percent to 40 percent by 2036 and 60 percent by 2047. As part of this goal, a 7,000 sq km metropolitan region is being developed around Bhubaneswar, Khurda, Jatni, Cuttack, Paradip, and Puri, with similar development plans for other emerging growth centers.
“As part of our DeepTech and frontier technology initiatives, we are supporting an ecosystem that fosters innovation in sectors such as Artificial Intelligence (AI), robotics, and biotechnology, with dedicated budgetary allocations,” he concluded.
