Orientation programme for Arunachal MLAs begins in Assembly Hall

Itanagar, June 26 UNI) A two-day Orientation Programme for Members of the Eighth Arunachal Pradesh Legislative Assembly commenced at the Nokmey Namati Hall in the State Assembly complex here today.
Organised jointly by the Arunachal Pradesh Legislative Assembly, the Parliamentary Research and Training Institute for Democracies (PRIDE), and the Lok Sabha Secretariat, the initiative aims to equip newly elected legislators with essential knowledge and skills to perform their duties effectively.
Constituted on June 15, 2024, the Eighth Legislative Assembly of Arunachal Pradesh comprises 60 Members, including 24 first-time MLAs. The orientation seeks to familiarize them with parliamentary procedures, legislative tools, and democratic practices.
The inaugural session was graced by State Assembly Speaker Tesam Pongte, Deputy Chief Minister Chowna Mein, Deputy Speaker Kardo Nyigyor, and PRIDE Director Prasanta Kumar Mallick, among other dignitaries.
Speaking at the event, Speaker Tesam Pongte praised the initiative, expressing hope that the new Members would draw inspiration from the legacy of former legislators and uphold the dignity of the House.
Deputy Chief Minister Chowna Mein, addressing the gathering, underlined the importance of continuous learning for lawmakers. “As policymakers, legislators must constantly upgrade their understanding of governance to meet the aspirations of the people,” he said.
Emphasising the Assembly’s role as the highest law-making body in the state, Mein urged MLAs to engage in informed debate, constructive discussion, and thorough study of Assembly rules, procedures, and instruments like private member bills and substantive questions.
He also paid tribute to the institution’s legacy, invoking the pioneering leadership of Arunachal’s first Speaker Nokmey Namati.
PRIDE Director Prasanta Mallick, in his keynote address, expressed confidence that the sessions would empower Members to legislate more effectively and responsively.
The orientation will include technical sessions led by senior officers from the Lok Sabha and Rajya Sabha Secretariats, covering a wide range of topics such as: Legislative Procedures and Private Members’ Bills; Financial Business and Demands for Grants; Executive Accountability and the Question Hour; Committee System and Parliamentary Privileges; Conventions, Etiquette, and E-Governance tools like e-Vidhan.
The programme is expected to significantly enhance the legislative acumen of both new and experienced Members, ensuring a more robust and responsive Assembly.
Present on the occasion were Ministers, MLAs, Assembly Secretary Tadar Meena, senior officials from Parliament, and officers from the Assembly Secretariat. UNI TD SSP
