Panchkula cracks down on garbage menace; DC orders strict action against waste

Panchkula, Oct 29 (UNI) Dumping garbage at unauthorised locations, allowing waste to spill onto roads and failing to segregate it at source will face stricter scrutiny in Panchkula, as Deputy Commissioner Satpal Sharma has directed all concerned departments to ensure rigorous implementation of the Solid Waste Management Rules, 2026.
Chairing a meeting of the District-Level Special Cell at the Mini Secretariat on Wednesday, Sharma called for coordinated enforcement, stronger field-level monitoring and targeted action at locations vulnerable to repeated garbage accumulation.
He directed the departments to act on the identified gaps and submit an Action Taken Report at the next meeting, making compliance a key focus of the district’s waste management review.
The meeting examined several pressing concerns, including illegal dumping and littering, unauthorised transportation and disposal of waste, the condition of legacy waste sites and the handling of public complaints.
Officials were also asked to identify garbage-vulnerable points and develop location-specific measures to prevent recurring accumulation.
Putting the onus on better waste management at the point of generation, the Deputy Commissioner directed the Municipal Corporation to ensure source segregation, particularly by Bulk Waste Generators (BWGs).
He called for door-to-door mapping of waste generators and, in accordance with the law, action against those who fail to comply.
Bulk Waste Generators must also register on the Central Pollution Control Board (CPCB) portal.
Sharma also directed the Municipal Corporation to strengthen waste collection and transportation. Vehicles used for secondary transportation must be completely covered to prevent waste from spilling onto roads and adding to the city’s garbage burden. Technology should be used to map Garbage Vulnerable Points (GVPs), improve collection arrangements and sharpen monitoring.
High-footfall areas where garbage tends to accumulate repeatedly will be identified for focused intervention. The Deputy Commissioner called for specific remedial measures at such locations, along with better coordination among departments to ensure that complaints are addressed and cleanliness efforts translate into visible improvements on the ground.
He also stressed that funds allocated for urban cleanliness and solid waste management must be used effectively and judiciously.
The meeting discussed a coordinated action plan to enforce the rules and ensure compliance with the Supreme Court's directions.
The District-Level Special Cell has been constituted to coordinate, monitor and enforce the provisions of the Solid Waste Management Rules, 2026 across the district.
