Railway Board orders time-bound review of Pointsmen, Traffic Gatemen’s working hours

New Delhi, Oct 24 (UNI) The Railway Board has directed all zonal railways to undertake a time-bound review of the working hours and job classification of Pointsmen and Traffic Gatemen in view of the significant increase in their workload due to rising train operations, higher speeds and technological advancements.
In a letter, the Board said the workload of these employees had increased substantially following the introduction of faster trains, automatic block signalling, modernisation initiatives and other operational changes.
“The workload of these categories has increased significantly due to the growth in the number of trains and various operational changes,” the Board observed.
The directive requires zonal railways and production units to review the classification of Pointsmen and Traffic Gatemen posted at major junctions, marshalling yards, terminal stations and other locations handling exceptionally high traffic volumes.
The Board has instructed railway administrations to conduct a “factual job analysis” within a time-bound period, taking into account the actual nature of duties, duty rosters, rest periods and operational requirements.
It said the exercise must ensure strict compliance with the Railway Servants (Hours of Work and Period of Rest) Rules, 2005.
The Board clarified that under Rule 3, the authority to determine employees' classification and working hours rests with the Head of the Railway Administration or the Chief Personnel Officer, where powers have been delegated.
The letter, issued by Railway Board Director (Establishment) Peeyush Kapasi, was also forwarded to the All India Railwaymen's Federation (AIRF) and the National Federation of Indian Railwaymen (NFIR).
