Rajya Sabha byelection in Madhya Pradesh on Nov 12, Counting same day

New Delhi, Oct 22 (UNI) The Election Commission of India on Thursday announced a byelection to the Rajya Sabha from Madhya Pradesh on November 12 to fill the vacancy caused by the resignation of L Murugan, whose term in the Upper House was due to end on April 2, 2030.
According to the schedule released by the Commission, the notification for the byelection will be issued on October 26. The last date for filing nominations is November 2, while scrutiny of nomination papers will be held on November 3. Candidates may withdraw their nominations until November 5.
Polling, if required, will take place on November 12 between 9 am and 4 pm, followed by counting of votes from 5 pm the same day. The Commission has stipulated that the entire election process must be completed by November 16.
The vacancy arose after Murugan resigned from the Rajya Sabha on October 14, necessitating an election to fill the seat for the remainder of his term.
The Commission has also laid down specific instructions for marking preferences on ballot papers. Only the integrated violet-colour sketch pen of the prescribed specification, supplied by the Returning Officer, may be used for this purpose. “No other pen shall, under any circumstances, be used,” the Commission said.
To ensure the election is conducted in a free and fair manner, the Commission said an observer would be appointed to closely monitor the electoral process.
The byelection will be conducted in accordance with the statutory procedures governing elections to the Council of States. The elected member will represent Madhya Pradesh in the Rajya Sabha for the unexpired portion of Murugan’s term, which runs until April 2, 2030.
