Randhir Sharma accuses Himachal CM of taking unilateral credit for BBMB verdict

Shimla, Nov 6 (UNI) BJP state media in-charge and MLA Randhir Sharma on Friday welcomed the Supreme Court's decision in the Bhakra Beas Management Board (BBMB) matter, which is expected to secure Himachal Pradesh a 7.19 per cent share in electricity and other financial benefits, but accused Chief Minister Sukhvinder Singh Sukhu of attempting to take unilateral credit for the development.
He also demanded a white paper on the utilisation of funds received from the Centre for disaster relief and reconstruction, alleging large-scale irregularities and favouritism in their distribution. Sharma said the BBMB verdict was the outcome of collective efforts by successive governments and should not be projected as the achievement of any single political dispensation. He said the matter had remained pending before the Supreme Court since 1996 and successive governments had pursued Himachal Pradesh's interests.
He said the detailed implications of the verdict would become clear only after the copy of the judgment was made available. Recalling the state's struggle for its rights in hydropower projects, Sharma said the then Chief Minister Shanta Kumar had undertaken an Adhikar Yatra in 1990, following which Himachal Pradesh secured 12 per cent free power from hydropower projects. Criticising the state government's proposal to hand over the Peterhoff guest house under the public-private partnership (PPP) mode, Sharma alleged that the Congress government was preparing to transfer valuable public assets into private hands. He questioned the decision to stop bookings at Peterhoff and sought clarification on the government's plans for the historic property and other government-owned hotels. Targeting the Chief Minister's recent visits to Assembly constituencies, Sharma described them as political drama and alleged that announcements of development projects worth crores of rupees were being made with an eye on electoral considerations. He questioned the availability of funds for these announcements, claiming that the government was struggling to provide money even for road repairs, replacement of tyres of Himachal Road Transport Corporation buses, repair of machinery and release of MLA funds.
On disaster relief expenditure, Sharma alleged misuse and favouritism in the utilisation of thousands of crores of rupees received through various central assistance mechanisms, including SDRF, SDMF, NDRF and the Post-Disaster Needs Assessment (PDNA).
He said a reconstruction plan worth Rs 2,006.40 crore had been approved under PDNA, of which the Centre's share was Rs 1,504.80 crore. He referred to information about the release of Rs 1,053.36 crore in July and December 2025 and demanded a detailed account of its utilisation. Sharma alleged that funds meant for disaster-affected people were being diverted to benefit contractors linked to the ruling Congress. He also alleged that areas represented by BJP legislators were being neglected while constituencies represented by Congress leaders were receiving priority.
He sought an inquiry into alleged deviations from approved PDNA works and payments made without execution of work. Questioning the increase in the offline tender limit in the Public Works Department from Rs one lakh to Rs five lakh, he called for scrutiny of the practice of splitting larger projects into smaller works.
The BJP leader demanded a white paper detailing every instalment received from the Centre, department-wise allocations, constituency-wise expenditure, names of contractors and payments made. He also sought answers on unfulfilled promises, including Rs 1,500 monthly assistance to women and 300 units of free electricity.
Sharma further alleged that the000 Congress government had closed more than 2,200 institutions opened by the previous BJP government, affecting public welfare schemes and services. He said the BJP would continue to raise these issues and demand an impartial investigation into the alleged financial irregularities.
