Rs 168 crore worth drugs expired in Odisha: CAG

Bhubaneswar, Oct 1 (UNI) Medicines valued at Rs 168 crore expired in Odisha over nearly six years due to poor inventory management and procurement of drugs with shorter shelf-life, including COVID-19 medicines worth over Rs 47 crore that remained largely unused, a CAG audit has found.
The findings have come to light from a compliance audit of drug procurement by the Odisha State Medical Corporation Limited (OSMCL) between April 2019 and January 2025.
The audit found that 3,839 of the 4,550 vials of Casirivimab and Imdevimab-120 mg/ml procured during the COVID-19 pandemic expired unused. The expired stock, accounting for 84 per cent of the procurement, was valued at Rs 42.21 crore.
Similarly, of 10,000 vials of Amphotericin-B-Liposomal 50 mg procured in July 2021 for treatment of Mucormycosis at a cost of Rs 5.51 crore, only 550 were utilised. The remaining 9,450 vials, worth Rs 5.21 crore, remained unused as of July 31, 2024.
The CAG further found that 15.43 crore units covering 700 categories of drugs, valued at Rs 167.91 crore, expired during the audit period. Sanitary napkins worth another Rs 94.05 lakh also expired.
The audit attributed the expiry to improper inventory management and procurement of medicines with shorter shelf-life. Of the expired drugs, medicines worth Rs 68.90 crore had been received as donations from various entities, while drugs worth Rs 99.01 crore had been procured by OSMCL.
The findings have highlighted significant gaps in inventory management and procurement planning by the state’s central medical procurement agency.UNI MK AAB
