Saral Bill sparks Kerala Assembly storm: G. Sudhakaran’s dissent, Opposition walkout put Govt on the defensive

Thiruvananthapuram, Oct 29 (UNI) The Kerala Assembly witnessed a sharp confrontation over the government’s proposed Saral Bill to simplify industrial licences and clearances, with senior ruling-front leader and former minister G Sudhakaran warning that the legislation could threaten the state’s paddy fields, wetlands and forests, prompting the Opposition to back his amendment proposal and stage a walkout.
The bill, intended to facilitate industrial investment by streamlining approval procedures, came under fire from both Sudhakaran and the Opposition, with concerns raised over the proposed decision-making mechanism and the adequacy of safeguards for environmentally sensitive land.
Sudhakaran, who recalled his participation in agitations to protect paddy fields in Kuttanad, cautioned that the bill’s implications were far-reaching and should not be treated lightly. He urged the government to incorporate explicit legal safeguards into the legislation to prevent damage to the state’s ecological resources.
Describing the proposed measure as potentially a “Karal Bill” rather than a simple bill, Sudhakaran said Chief Minister V.D. Satheesan, despite being a person who studied issues thoroughly, had not properly examined its implications.
He clarified that he was not demanding the withdrawal of the bill but insisted that necessary amendments be made to protect the state’s interests.
The Opposition supported Sudhakaran’s amendment, with K. Rajan and other members backing his position. Opposition Leader Pinarayi Vijayan said the development exposed differences within the ruling ranks over the legislation.
Vijayan alleged that the bill could adversely affect wetlands, paddy fields and forest areas and questioned whether a three-tier committee would be empowered to take decisions with serious consequences for Kerala’s land and environment.
Warning that the transfer of powers to an officials’ committee could facilitate the takeover of paddy fields by vested interests, he said the proposed legislation threatened the state’s distinctive character.
“The Saral Bill could turn into a Karal Bill,” Vijayan said, opposing the measure in its present form.
He also criticised the government over what he described as a series of decisions affecting different sectors of Kerala, including the coastal region and environmentally sensitive areas. Warning of stronger public protests, Vijayan led Opposition members in a walkout, raising slogans against the bill.
Industries Minister P.K. Kunhalikutty countered the Opposition’s criticism, accusing it of inconsistency over industrial clearances. He said those who had earlier advocated allowing industries to commence operations for three years without obtaining all clearances were now opposing a measure intended to simplify procedures.
Chief Minister Satheesan strongly defended the legislation, rejecting allegations that it would undermine environmental protection. He said the proposed Saral Authority would not take over the powers of any existing agency and that the legislation was intended to ensure proper scrutiny and the time-bound implementation of investment projects.
Questioning Sudhakaran’s environmental concerns, Satheesan referred to the latter’s demand earlier in the day for establishing the All India Institute of Medical Sciences (AIIMS) at the Manakkal paddy field in Purakkad, Alappuzha. The Chief Minister clarified that AIIMS would not be established on paddy land.
Referring to major investors, including BMW, who had allegedly been discouraged from setting up facilities in Kerala before establishing operations in Tamil Nadu, Satheesan said the government was pursuing a significant reform to make the state more attractive to investors.
He assured the Assembly that no development initiative would be pursued at the cost of environmental destruction.
Kunhalikutty also assured the House that the proposed legislation would not harm wetlands or compel anyone to surrender land. He said no individual would lose even a cent of land under the proposed arrangements and that District Collectors would retain the authority to prevent the reclamation of paddy fields.
The ‘Saral Keralam’ initiative, being implemented in coordination with the Kerala Industrial Development Corporation, aims to attract new investments and businesses by expediting industrial licences and other statutory clearances.
The heated debate, support for Sudhakaran’s amendment from the Opposition and the subsequent walkout have turned the legislation into a major political controversy, placing the government’s industrial development agenda under scrutiny over its potential environmental implications.
