Shinde outlines Mumbai development roadmap at Republic Summit 2026

Mumbai, Sep 29 (UNI) Maharashtra Deputy Chief Minister Eknath Shinde on Tuesday said development should be measured not only by infrastructure and economic indicators but also by the extent to which it improves the daily lives of citizens.
Speaking at the ‘Republic Summit 2026’ on the theme ‘Mumbai Rising: Building the Infrastructure of a Great Power’, Shinde outlined the government’s development plans for Mumbai and the Mumbai Metropolitan Region (MMR).
He said the ‘Mumbai in Minutes’ concept was being pursued to reduce travel time across the metropolitan region, with efforts aimed at ensuring that journeys between locations take no more than 59 minutes wherever possible.
He highlighted metro expansion and the Thane-Borivali twin tunnel as key infrastructure projects.
Shinde said connectivity through the Atal Setu, Navi Mumbai airport, JNPT and the Delhi-Mumbai Industrial Corridor would support the emergence of new development centres in the MMR.
He described the development of a “third Mumbai” around the Atal Setu area as part of the region’s expansion.
He said Mumbai was being positioned as a global financial and services centre, while Pune, Navi Mumbai, Thane and other regions would develop as technology, manufacturing, logistics and emerging industrial hubs.
On employment, Shinde said the government was focusing on creating opportunities across sectors including information technology, banking, startups, healthcare and manufacturing.
He also said Mumbai had the potential to emerge as a major global fintech centre.
He stressed that infrastructure development must be accompanied by environmental protection, citing mangrove conservation, sewage treatment, flood-control measures and expansion of green spaces.
Shinde said the new development plan envisaged an increase in Mumbai’s open spaces, while the government had set a target of constructing 35 lakh houses for low-income and needy citizens by 2030.
He said Mumbai and the MMR would have an important role in achieving the goal of a developed India by 2047, and stressed the need for infrastructure development, investment and employment opportunities across Maharashtra.
