Telangana, Andhra Pradesh govts decide to expedite formal handover of assets

Hyderabad, May 23 (UNI) In a major step towards resolving bifurcation-era issues, both the governments of Andhra Pradesh and Telangana on Friday decided to expedite formal handover of assets.
Telangana Civil Supplies Minister Capt. N. Uttam Kumar Reddy and Andhra Pradesh Civil Supplies Minister Nandela Manohar met at the Civil Supplies Bhavan here to discuss the phased transfer of assets of the erstwhile Andhra Pradesh Civil Supplies Department and Corporation to Telangana.
At the heart of the discussion was the decision to permit the Telangana Civil Supplies Corporation to use half of the Civil Supplies Bhavan currently allotted to the AP Civil Supplies Corporation, which is presently lying unused.
“The Civil Supplies Bhavan has served as the joint headquarters since bifurcation. From June, it will come fully under the control of the Telangana State Civil Supplies Corporation,” said Uttam Kumar Reddy.
He said that other assets belonging to the undivided Civil Supplies Corporation, located within Telangana, would also be transferred gradually based on mutual understanding and administrative feasibility.
Addressing the media, Uttam stated that detailed discussions were held between the Civil Supplies Departments and Corporations of both states regarding the phased asset transfer.
“We requested the transfer of all residual properties of the undivided Andhra Pradesh Civil Supplies setup located in Telangana. Andhra Pradesh has been very positive and forthcoming, and I thank them for their cooperation,” he said.
The two ministers also discussed strengthening cooperation between the Telugu states on issues such as rice exports.
Telangana has officially begun exports to the Philippines through Kakinada Port, with Andhra Pradesh extending critical support in port operations, storage infrastructure, and export procedures.
Andhra Pradesh also offered its Visakhapatnam and Krishnapatnam ports for future consignments.
“This is not a matter of jurisdiction, but of mutual growth. Andhra Pradesh is happy to extend full support for Telangana’s rice exports. Our ports are open to facilitate this shared economic activity,” said Nandela Manohar.
The ministers confirmed that all formalities and logistical processes for future exports would be jointly streamlined.
Another key concern addressed during the discussions was the illegal inter-state movement of PDS (Public Distribution System) rice, which has been a persistent challenge. The two states agreed to initiate joint surveillance, enable real-time data exchange, and align procedures to eliminate diversion and corruption.
Both ministers stressed that such measures would enhance transparency, ensure timely grain delivery to beneficiaries, and restore public faith in the distribution system.
The Telangana and Andhra Pradesh governments also agreed to mutually study and adopt each other’s best practices in civil supplies operations.
Telangana has already implemented PDF-linked ration card systems, Aadhaar integration, and real-time tracking of food grain movement - practices which Andhra Pradesh is now exploring for adoption.
“There’s no ego here’, Uttam said “We are ready to learn from each other. This is about building systems that work for the people.”
“We also discussed storage reforms and using the latest technologies to improve transparency and delivery, “the Minister added.
While addressing pricing and quality issues in PDS rice, they acknowledged that the price of fortified rice in both states currently ranges between Rs 43 and Rs 47 per quintal. They agreed to work with agriculture departments to promote preferred varieties that are more consumer-friendly and can be produced efficiently.
“Our goal is to improve nutritional quality and ensure consumer satisfaction,” said Manohar.
“We want preferred varieties to reach every home while ensuring that farmers benefit from increased demand,” the AP Minister said.
Uttam specifically thanked Principal Secretary D.S. Chauhan, while warmly welcoming his Andhra counterpart Saurabh Gaur, with whom he shares a longstanding administrative relationship.

AP: Three-year-old girl allegedly raped, murdered

Kadapa, May 23 (UNI) In a shocking incident, a three-year-old girl was allegedly raped and murdered by a man at M. Kambaladinne village of Mylavaram mandal on Friday.Police said that a couple, belonging to Amruthnagar near Proddatur, went to Kambaladinne village to attend a marriage of their relative. The deceased girl went out of the function hall to play with other girls. Sometime later the parents found her daughter was missing.The parents, along with their relatives, searched all over the area and found the body behind thorny bushes. The police registered a case and shifted the body to the GGH for postmortem. It is learnt that the villagers apprehended the rape accused and handed over the police.Poignant scenes were witnessed at the village with grieving parents and relatives inconsolably.
