peaking at the Niti Aayog meeting convened by Prime Minister Narendra
Modi in New Delhi on Saturday, he reaffirmed Telangana’s commitment to contributing to Prime Minister Narendra Modi’s goal of transforming India into a global superpower by the year 2047.
Commending the Prime Minister and the Indian Army for the successful Operation Sindoor against terrorism in Pahalgam, Reddy also recalled India’s 1971 victory under the leadership of Indira Gandhi that led to the division of Pakistan.
The Chief Minister expressed appreciation for the Centre’s ‘Developed India’ plan and said that Telangana had formulated a corresponding vision with well-defined objectives in the economic, social, and administrative sectors.
He said the state government would prioritise the welfare of the poor, the formulation of inclusive policies, the development of world-class infrastructure, and transparent and effective governance.
Reddy stated that Telangana had taken pioneering steps in the field of social justice, including the conduct of a comprehensive caste census covering social, economic, educational, employment, and political aspects.
He noted that Telangana had implemented 42 per cent reservations for Backward Classes in local bodies and had initiated sub-categorisation of Scheduled Castes, making it the first state in the country to do so.
He welcomed the Centre’s decision to conduct a nationwide caste census and offered Telangana’s support in sharing its experience.
Emphasising the importance of women’s empowerment, the Chief Minister announced a target to make one crore women millionaires by 2028. He listed several ongoing initiatives such as free bus travel under the Mahalakshmi scheme, gas cylinders at subsidised rates of Rs 500, construction of Indiramma houses, provision of 200 units of free electricity, and Rs 1 lakh crore in loans to self-help groups.
He said women were also being encouraged to participate in solar power generation and were being given management responsibilities in schools and marketplaces, including a dedicated Women’s Bazaar with 100 stalls in Shilparamam.
Highlighting the role of youth in the state’s progress, the Chief Minister said that a youth policy tailored to their aspirations was being implemented. He said 60,000 government jobs had been filled and another one lakh created in the private sector.
To address the skill gap in the workforce, the government was establishing institutions like the Young India Skill University, Sports University, and Police School, while also upgrading ITIs and model schools into advanced skill training centres. He announced that from June 2, a self-employment scheme under the Rajiv Yuva Vikasam initiative would provide Rs 5 lakh support to aspiring youth.
Speaking about agriculture, Reddy described farmers as the backbone of the nation and said the government was committed to ending the debt trap that often led to farmer suicides. He stated that loans amounting to Rs 20,616 crore had been waived for 25.35 lakh farmers and that an annual assistance of Rs 12,000 per acre was being provided to ensure they do not fall back into debt.
In addition, Rs 12,000 is being given to agricultural labourers and an additional Rs 500 per quintal over the MSP is being offered for fine paddy.
Telangana, he said, had become the top rice-producing state in the country with a record production of 2.9 crore tonnes last year. He urged that spending on farmers be viewed as an investment in food security rather than a welfare expenditure.
Outlining the state's industrial and infrastructure goals, the Chief Minister said Telangana would be developed into a global industrial hub by 2047. The state would be divided into three development zones—core urban, semi-urban, and rural—with specific master plans for each.
Major initiatives include the Musi Riverfront project, modelled after the Sabarmati and Ganga projects, the Second Phase of the Hyderabad Metro, and the Regional Ring Road. A proposed express highway linking the upcoming dry port in Telangana to the Machilipatnam Port in Andhra Pradesh would play a vital role in boosting connectivity.
He mentioned that civil services delivery was being enhanced using the “BUILD NOW” app and that efforts were underway to establish Hyderabad as a data centre hub, while also raising standards in education and healthcare.
Revanth Reddy appealed for Centre-State cooperation to realise the Telangana Rising Vision. He said, “The dream of a Developed India is a shared aspiration. Telangana is ready to play a key role in this journey.
We are moving forward with the motto: Nation First – People First. Telangana cannot rise alone. We seek the support of the Centre for comprehensive development. I assure you that Telangana will be at the forefront in achieving the goal of a developed India.”
