Telangana to draft Rohith Vemula Bill within three months to protect students’ rights : Dy CM

Hyderabad, Oct 16 (UNI) The Telangana government will prepare a preliminary draft of the proposed Rohith Vemula Telangana Bill within three months to strengthen legal safeguards for students and address caste-based discrimination in universities and higher educational institutions, Deputy Chief Minister Mallu Bhatti Vikramarka said on Friday.
Chairing the second meeting of the Committee of Senior Civil Servants at the Secretariat, Bhatti directed officials to formulate a clear action plan and complete the drafting process within the stipulated deadline.
The preliminary draft must be submitted to the committee for further examination, he said.
The proposed legislation aims to protect students’ rights, ensure equal opportunities and prevent discrimination based on caste and social background in educational institutions.
The Deputy Chief Minister suggested that the Scheduled Castes Development Department lead the drafting exercise, with representation from the Law Department and other relevant departments and institutions.
He directed officials to examine the involvement of the Education and Home departments, the University Grants Commission (UGC) and other stakeholders.
Emphasising the need for wider consultations, Bhatti asked officials to identify stakeholders, including students, faculty members, legal experts, educationists and civil society organisations, and obtain their views on the proposed legislation.
The draft should reflect the problems faced by students at the grassroots level and provide practical, enforceable measures to address discrimination, he said.
The meeting also discussed obtaining legal and technical assistance from NALSAR University of Law. Scheduled Castes Development Department Secretary Vijayendra Boyi informed the Deputy Chief Minister that the university had agreed to support the drafting process.
The government intends to incorporate suggestions from relevant departments and experts while framing provisions and identifying institutional mechanisms for effective implementation of the proposed law.
Bhatti directed officials to constitute the committee at the earliest, initiate consultations without delay and ensure coordination among departments to meet the three-month deadline.
Ministers Ponnam Prabhakar and Adluri Lakshman Kumar, Special Chief Secretary Savyasachi Ghosh, senior IPS officer Devendra Singh Chauhan, IAS officers Yogita Rana and Vijayendra Boyi, advocate Disha Wadekar and other officials attended the meeting.
