The ‘Gate of Tears’: Why Bab el-Mandeb Matters to India

New Delhi, Sep 17 (UNI) At the southern threshold of the Red Sea lies a strait so narrow and wind-scoured that ancient mariners bestowed upon it the name Bab el-Mandeb, Arabic for “The Gate of Tears.” For sailors of antiquity, the strait’s violent gusts and hidden reefs meant shipwreck was never far; its name arose from the grief carried on those waters.
In the modern era, the peril has changed its character. What once tested the endurance of early seafarers now tests the resilience of states, for this austere corridor has become a point where global commerce, regional rivalry, and India’s own maritime lifelines converge with uncommon force.
As the Red Sea narrows toward the Indian Ocean, Bab el-Mandeb has assumed the role of a strategic fulcrum through which the lifelines of multiple economies must pass. Its geography, unchanged across centuries, has acquired a sharper relevance: a single constricted passage now bears the weight of energy flows, container traffic, naval deployments, and the ambitions of competing powers. For India, whose westbound trade and crude imports depend heavily on this route, the strait’s vulnerability is no longer a distant maritime concern but a direct strategic exposure. In Bab el-Mandeb, geography and geopolitics meet in a manner that shapes the contours of India’s maritime future.
Bab el-Mandeb’s geography is stark in its simplicity yet profound in its consequences. Yemen’s western coastline, now largely under Houthi control, forms the eastern flank of the strait, while Djibouti and Eritrea anchor its western edge. Perim Island divides the passage into two narrow channels, creating a natural bottleneck through which nearly 12 per cent of global trade must pass. To the north lies the Suez Canal, the maritime gateway to Europe; to the south, the Gulf of Aden opens toward the wider Indian Ocean.
For India, the dependence is acute. Close to 60 per cent of its crude oil imports and a substantial portion of its westbound exports transit this route. Pharmaceuticals, textiles, engineering goods, and containerised cargo destined for Europe all pass through Bab el-Mandeb. When this strait is threatened, India’s energy security, export competitiveness, and shipping costs are threatened. The geography is indifferent, but its consequences are not.
A History Written in Maritime Ambition
Bab elMandeb’s strategic significance is as old as the civilisations that ring its waters. The ancient kingdoms of Axum and Saba contested its maritime approaches. The Ottomans fortified its northern reaches to secure the Red Sea. European colonial powers, especially Britain, viewed the strait as essential to safeguarding the Suez Canal — the imperial lifeline to India.
During the Cold War, the strait became a maritime chessboard. Soviet influence in South Yemen and American presence in Djibouti created a tense balance of power. After the Cold War, Somali piracy briefly threatened shipping, but coordinated naval patrols restored order. In the 21st century, new actors arrived: China established its first overseas military base in Djibouti; Gulf states expanded their presence along the Red Sea coast; Iran cultivated proxies in Yemen; Japan deepened maritime surveillance; and India expanded naval deployments in the western Indian Ocean, recognising that its economic future was tied to the stability of this narrow gate.
The Houthi movement — formally Ansar Allah — emerged in the 1990s in Yemen’s northern Saada province. Initially a socio-religious revivalist group, it evolved into an armed movement after years of conflict with the Yemeni state. Today, the Houthis control large parts of western Yemen, including the coastline adjacent to Bab el-Mandeb.
Their ideology blends Zaydi revivalism, anti-Western rhetoric, and opposition to Saudi influence. Their organisational structure is hierarchical, with a political bureau, military wing, and tribal networks. Their arming and funding have long been linked to Iran, whose technology — missiles, drones, and targeting systems — has significantly enhanced Houthi capabilities. Their control of Yemen’s western coastline gives them a vantage point over one of the world’s most sensitive maritime corridors and over India’s energy lifeline.
Since late 2023, Houthi attacks on commercial shipping have transformed Bab el-Mandeb from a stable corridor into a zone of maritime insecurity. Using drones, anti-ship missiles, and fast boats, they have targeted vessels linked to Israel, the United States, and occasionally others. Major shipping companies have rerouted vessels around the Cape of Good Hope, adding nearly two weeks to transit times and sharply increasing costs.
For India, the consequences are immediate. Rerouting tankers around Africa increases voyage time by ten to 14 days, raising freight costs and insurance premiums. Indian refiners face delays in crude deliveries, complicating inventory planning. Exporters lose competitiveness as shipping costs rise. The Indian Navy must now extend and intensify its patrol cycles to sustain protection across a widening arc of risk. The disruption of Bab el-Mandeb is not merely a maritime inconvenience; it is a structural shock to India’s economic architecture.
The instability at Bab el-Mandeb has triggered a cascade of geopolitical consequences. The United States and its allies have launched naval patrols and limited strikes against Houthi positions. Israel views Houthi attacks as part of a broader regional threat matrix. Saudi Arabia and the UAE recognise that instability in the strait undermines their economic visions. For the partners of the Mecca Accord, the Houthi campaign is particularly disquieting: it exposes the limits of their collective deterrence and creates an awkward contrast between their declared strategic cohesion and the realities unfolding along Yemen’s western coast.
China, with its base in Djibouti, faces a dilemma: it benefits from stability but is reluctant to confront the Houthis directly. Japan has expanded maritime coordination. India, heavily dependent on Red Sea shipping routes, has increased naval deployments in the western Indian Ocean, escorting merchant vessels and signalling that it cannot remain a passive observer. Europe, reliant on Suez Canal traffic, has been forced to confront the fragility of its maritime lifelines.
African states along the Red Sea coast — Djibouti, Eritrea, Somalia — find themselves adjacent to a conflict that could reshape regional alignments. Bab el-Mandeb has thus become a prism through which global power dynamics are refracted, and India is now unavoidably part of that refracted landscape.
Bab el-Mandeb is once again living up to its ancient name, not because of storms or shipwrecks, but because of geopolitical turbulence that has turned a vital artery into a corridor of risk. For India, the stakes are unusually high. Its energy security, export competitiveness, naval posture, and strategic autonomy are all tied to the stability of this narrow strait.
Naval patrols can mitigate danger but cannot eliminate it. Diplomatic pressure on the Houthis must be calibrated, recognising their entanglement in Yemen’s civil war and regional rivalries. Any durable solution must involve a broader political settlement in Yemen, one that addresses the grievances that fuel Houthi mobilisation while constraining their capacity for maritime disruption.
India must prepare for a world in which maritime choke points are contested, supply chains are vulnerable, and distant conflicts can disrupt domestic stability. Bab el-Mandeb is not merely a strait; it is a warning. Its fate will shape India’s economic trajectory, its naval strategy, and its geopolitical posture for years to come.
