Theatre CCTV footage leak: Kerala Human Rights Commission orders probe

Thiruvananthapuram, Oct 23 (UNI) The Kerala State Human Rights Commission has directed the Thiruvananthapuram City Police Chief to place the investigation into the leak of CCTV footage from the state-owned Kairali, Sree and Nila theatres under the supervision of a senior police officer.
Commission Chairperson Justice Alexander Thomas issued the directive while considering a complaint over the circulation of footage showing people who visited the theatres on social media, raising concerns over the violation of their privacy.
The Commission directed the police to seek the assistance of the High-Tech Cell, if necessary, and instructed the cell to extend all required support if requested by the City Police Chief. It also called for expediting the investigation, identifying those responsible and initiating legal action against them at the earliest.
The State Police Chief was also directed to ensure that all cinema theatres in Kerala adopted adequate measures to prevent similar incidents of privacy violations.
In a report submitted to the Commission, the managing director of the Kerala State Film Development Corporation (KSFDC), which owns the three theatres, said the corporation had received information from the Cyber Cell about the leakage and circulation of the CCTV footage. Steps had been taken subsequently to prevent further violations of privacy.
The report stated that the incident had occurred without the knowledge or consent of the KSFDC. The corporation had written to the Additional Director General of Police in charge of the Cyber Cell, requesting the registration of a case and an investigation to identify those responsible.
A case has been registered at the Cyber Crime Police Station as Crime No. 172/2025, and the investigation is under way. However, the KSFDC managing director informed the Commission that the investigation had yet to establish when the footage was leaked, who was involved or how it was circulated.
The Cyber Police Inspector, in a separate report, stated that technical and legal investigations were under way to identify the accused.
Justice Alexander Thomas directed the authorities to complete the investigation into Crime No. 172/2025 at the earliest if it had not already been completed.
The Commission took up the matter based on a complaint filed by public activist and advocate Devadas following media reports about the incident.
