UP voter roll probe finds 13 entries bearing Vikas Yadav’s name in Azamgarh, action ordered against officials

New Delhi, Oct 24 (UNI) Uttar Pradesh election authorities have ordered disciplinary and statutory action against officials and staff over lapses in the preparation and supervision of electoral rolls in Azamgarh, following a Samajwadi Party allegation that the name Vikas Yadav appeared 10 times in the constituency’s voter list.
An inquiry found 13 entries bearing the same name in Hindi but established that they related to different individuals, rather than confirming that the same person had been registered multiple
times.
The Office of the Chief Electoral Officer, Uttar Pradesh, said on Saturday that a computer assistant and five Booth Level Officers (BLOs) had been held responsible for lapses and directed that they be removed immediately from duties relating to electoral rolls. Notices concerning the termination of their services have also been ordered, while proceedings under Section 32 of the Representation of the People Act, 1950, are to be initiated after notices are served on the personnel and officials concerned.
The inquiry was launched after the Samajwadi Party raised the issue at a press conference on October 15, alleging that Vikas Yadav’s name had been entered 10 times in the electoral roll for Assembly constituency 347-Azamgarh. The detailed report submitted by the District Election Officer, Azamgarh, identified 13 entries displaying the name “Vikas Yadav” in Hindi.
However, the investigation found that the entries did not all refer to the same individual. One voter bearing the same name and father’s name was found to belong to the Chauri Chaura Assembly constituency in Gorakhpur district and was distinct from the entries under examination in Azamgarh.
Of the 13 entries identified in Azamgarh, deletion proceedings had already been completed in two cases in accordance with the prescribed rules. The remaining 11 entries related to 11 different individuals residing in their respective villages in Azamgarh district.
The authorities further said that, except for the individual whose actual name was Vikas Yadav,
Form 8 applications had been obtained from the other 10 individuals to correct their names and
other particulars in the electoral rolls. Form 8 is used to seek corrections in voter-list entries and other permitted changes to electoral details.
The findings, therefore, distinguish between multiple voters sharing an identical name and the alleged repeated registration of a single individual. While the inquiry did not establish that the same person had been registered 10 times in Azamgarh, it identified lapses in the handling and supervision of the electoral roll preparation process, leading to action against those held responsible.
Apart from the computer assistant and five BLOs, notices have been ordered to be issued to the then Electoral Registration Officer and two Assistant Electoral Registration Officers before proceedings are initiated under Section 32 of the Representation of the People Act, 1950. The provision deals with offences by electoral registration officers and other persons entrusted with responsibilities relating to electoral rolls.
The Chief Electoral Officer’s office has also ordered the filing of charge sheets against the then Electoral Registration Officer and the two Assistant Electoral Registration Officers over alleged negligence in the discharge of their official duties and laxity in supervising the preparation of voter lists.
In a further measure, the District Election Officer, Azamgarh, has been directed to conduct
a comprehensive examination of electoral rolls in all Assembly constituencies across the district to determine whether similar discrepancies exist. A detailed report must be submitted within one week.
The findings come amid heightened political scrutiny of electoral rolls, with opposition parties repeatedly questioning the accuracy of voter lists and demanding accountability from election authorities.
The Azamgarh inquiry highlights the importance of carefully distinguishing between identical names belonging to different voters and duplicate registrations involving the same individual, while ensuring that errors in voter particulars are corrected promptly and lapses by officials responsible for preparing and supervising electoral rolls are addressed in accordance with the law.
