US, China discuss AI incident notification mechanism ahead of Trump-Xi summit

New York, Sept 21 (UNI) The United States and China have discussed setting up a new notification mechanism for artificial intelligence-related incidents that could pose national security risks, US Treasury Secretary Scott Bessent said, as the two countries prepare for a summit between President Donald Trump and Chinese President Xi Jinping.
Chinese President Xi Jinping is set to visit the United States from September 23 to 25 at the invitation of President Donald Trump.
Bessent made the remarks after describing talks with Chinese Vice Premier He Lifeng in New York as "successful".
The proposal comes as both countries seek to address emerging risks associated with AI alongside broader economic, diplomatic and security issues.
The discussions came ahead of a planned meeting between Trump and Xi in Washington later this week, with AI emerging as an increasingly sensitive issue between the world's two leading technology powers.
Bessent said the two sides discussed establishing a new US-China AI dialogue, with a focus on national security concerns and a notification system covering AI-related incidents that could reach the national security level.
"We think that, just like with any cross-border activity, that moving from opaque to more transparency between the number one and the number two AI powers in the world is very important," Bessent told reporters after the talks.
The issue of AI cooperation was also discussed when Trump and Xi met in Beijing in May, although a proposed forum for consultations on AI development was never formalised.
AI has faced growing scrutiny in recent days, with researchers warning about potential risks from the technology and some prominent figures in the industry calling for a more cautious approach to its development.
Trump has largely dismissed calls to slow AI development, saying the United States needs to maintain its lead over China. Earlier this month, he said, "whoever wins in AI, wins."
The talks in New York also covered broader economic and trade issues, including plans to "operationalise" a process to identify potential tariff cuts on goods through the Board of Trade.
A truce in the tariff dispute between the world's two largest economies is due to expire on November 10.
In a post on X on Sunday, Bessent said the talks "help lay the groundwork for President Trump to advance America's economic interests and deliver results for the American people."
China's state news agency Xinhua said the two sides had held "candid, in-depth and constructive exchanges on key economic and trade issues", including AI.
The United States and China remain locked in competition over AI and other advanced technologies, while also seeking to manage tensions over trade, technology and national security.
Meanwhile, Chinese Foreign Ministry spokesperson said that during the visit, Xi will “hold in-depth exchanges of views with President Trump on major issues concerning China-US relations, as well as world peace and development."
"China is willing to work with the US to strengthen dialogue and cooperation, properly manage differences, continuously ⁠enhance the well-being of the peoples of both countries, and promote world ⁠peace, stability and prosperity," Guo Jiakun ⁠said.UNI AAB
