Democrats demand banks and ports preserve records linked to potential imports of transactions involving Russian diesel

Washington, Oct 26 (UNI) Senior US Democrats are demanding that major banks and port authorities preserve records relating to potential imports and other transactions involving Russian diesel, warning that the deals could trigger legal action and congressional investigations if the party regains control of either chamber of Congress.
According to a letter obtained by Axios, “any importation of Russian diesel into the US raises significant legal questions and may be subject to legal action, as well as congressional investigations”.
The letter was signed by Senators Chris Coons, Elizabeth Warren, Ron Wyden and Sheldon Whitehouse, who are in line to lead the Senate Foreign Relations, Banking, Finance and Judiciary committees, respectively, if Democrats regain control of the chamber.
Representative Greg Meeks, who could lead the House Foreign Affairs Committee if control changes, also signed.
The initiative was led by Senator Jeanne Shaheen, the top Democrat on the Senate Foreign Relations Committee who is not seeking re-election. Republican Senator Thom Tillis, who is also retiring, signed the letter as well.
The recipients include JPMorgan Chase, Bank of America, Citigroup, Wells Fargo, Goldman Sachs and Morgan Stanley. The letter was also sent to port authorities in Houston, Beaumont and Corpus Christi in Texas, and New York and New Jersey.
The move follows Trump’s announcement earlier this month of an agreement intended to bring increased Russian oil exports to global and US markets. The Treasury Department subsequently waived sanctions to help facilitate the arrangement.
Critics argue that the proposed imports could violate a bipartisan 2022 law prohibiting imports of Russian oil, gas and petroleum products. The letter also raises national security concerns, arguing that transactions involving Russian diesel could help finance Moscow’s war against Ukraine.
The Treasury Department has repeatedly maintained that the arrangement is legal.
“The Democrats are already telegraphing that, once again, they have no agenda to improve the lives of Americans and will instead continue their decade-long obsession with investigating President Trump,” White House spokesperson Taylor Rogers said.
The lawmakers have urged banks and port authorities not to facilitate the purchase, transportation, importation, unloading, storage, financing or distribution of Russian diesel in the US.
Their request also extends to transactions intended to move Russian diesel to other markets under the recent sanctions waiver.
Citing the prospect of further congressional oversight, the letter calls on recipients to preserve records relating to proposed or completed transactions, including contracts, shipping documents, vessel records and communications with suppliers, intermediaries and US government officials.
The lawmakers have asked the recipients to confirm by Wednesday that relevant records are being preserved and provide details of any potential or actual Russian diesel transactions.
It remains unclear how much Russian diesel, if any, will reach US ports. Reports published on Friday by S&P Global, and other outlets identified a tanker that had initially listed New York as its destination. Shipping intelligence firm TankerTrackers also said three tankers had indicated US destinations.
However, planned destinations can change during a voyage, leaving the scale and final destination of any shipments uncertain.
