Haryana: Birla tells legislators to strengthen parliamentary traditions through substantive debate

Panchkula, Nov 2(UNI) Lok Sabha Speaker Om Birla on Monday urged legislators to strengthen parliamentary traditions through substantive debate and respect for dissent, saying differing views were the strength of democracy. He inaugurated the Haryana Assembly's Janpratinidhi Sammelan, marking 60 years of the state's formation.
"Where there is agreement in a democracy, disagreement must also be respected. Dissent, too, gives direction and inspires us to work," he said.
Birla said democratic institutions benefited when members brought different opinions, experience, and reasoned arguments to discussions. Despite differences in their perspectives, legislators shared a responsibility to work for the progress of their state and country, he added.
He urged public representatives to treat governance and administration as instruments of public service, with particular attention to improving the lives of the most disadvantaged.
"The responsibility of public service is greater than the responsibility of running the government," Birla said. That commitment should continue beyond a representative's term in the Assembly, he said. Bringing about social and economic change in the lives of the poorest should remain a lifelong purpose.
Outlining the responsibilities of constitutional institutions, Birla said legislatures must make laws, shape policies and convey people's aspirations. The executive must implement laws impartially, while the judiciary must ensure access to justice.
He described the Constitution as the foundation of modern India and a continuing guide for democratic institutions and public life.
"The Constitution is not merely a framework for running the government; it is the soul of India," he said, adding that it reflected the aspirations and expectations of crores of citizens.
Recalling the Constituent Assembly's deliberations, Birla said the Constitution emerged through extensive discussion, differing views and dialogue. Its makers established a parliamentary democratic system while addressing the challenges following independence, including the integration of states.
India adopted parliamentary democracy and universal adult franchise despite its linguistic, cultural, religious and geographical diversity, he said. Equality, fraternity, justice and individual rights were central to the constitutional vision, Birla noted.
He also pointed to the spread of democratic participation across institutions, from Parliament and state assemblies to panchayats and urban local bodies.
Referring to Haryana's progress over six decades, Birla acknowledged the contribution of successive legislators, saying their ideas, experience and participation in the Assembly had helped shape the state's development. The Assembly had enhanced its standing through healthy parliamentary traditions, debate, and dialogue, he said. Haryana had also contributed substantially to the national economy and India's social and cultural identity, he added.
Birla highlighted the achievements of Haryana's sportspersons, saying the state's young people had brought recognition to India at international competitions. He also acknowledged their contribution to the armed forces and internal security. "When it comes to defending the country's borders, Haryana's youth are at the forefront," he said.
The Speaker credited Haryana's farmers with advancing agriculture through the adoption of new technology, saying the state's people had contributed to the country's progress across several fields.
