Haryana: CM Saini puts bureaucracy on notice over pending public grievances

Chandigarh, Sep 22 (UNI Haryana Chief Minister Nayab Singh Saini put the state's bureaucracy on notice today, warning officials in unambiguous terms that public grievances flagged by MLAs can no longer be buried under paperwork.
At a marathon six-hour meeting in Chandigarh with legislators, administrative secretaries and heads of departments, Saini made it clear that issues raised by public representatives demand visible action on the ground — not just assurances on paper. The meeting saw a constituency-wise, Lok Sabha-area review of complaints registered on the Jansanvad portal, with officials going through each grievance point by point.
Saini directed administrative secretaries to personally monitor these cases, stressing that the resolution process must not be reduced to a paper exercise. The meeting was attended by Development and Panchayats Minister Krishan Lal Panwar, Education Minister Mahipal Dhanda, Agriculture Minister Shyam Singh Rana, and Public Health Engineering Minister Ranbir Gangwa.
Saini underlined a key principle: no ordinary citizen should have to run from office to office chasing a legitimate demand or complaint. Issues that can be resolved at the district level, he said, must not be needlessly escalated and left pending higher up. MLAs present at the meeting raised constituency-specific issues directly with the Chief Minister, who issued on-the-spot instructions for time-bound action.
The Chief Minister took a hard line on delays in development work, declaring that unnecessary hold-ups would not be tolerated at any level. Departments concerned were instructed to keep projects under continuous monitoring and review progress regularly, so that the benefits of government schemes reach the public on time. Officials were also told to stay active in the field and take regular feedback from elected representatives to ensure grievances are settled swiftly at the local level.
Saini ordered all departments to identify their government land holdings and set land records straight within one month. He was unequivocal — any illegal encroachment found on government land must be cleared without delay. He also directed that the night-route plan for Panipat's city bus service be made effective, mandating at least one bus every hour after 11 PM so that commuters returning home late at night face no inconvenience.
The CM further instructed the Irrigation and Urban Local Bodies departments to frame a policy on the lines of the Panchayat department's model, extending rightful benefits to families who have been residing in such areas for 20 years or more.
Wrapping up the meeting, the Chief Minister said good governance is not just about framing policies — its real test lies in the impact reaching the last person in the queue. He made it clear that there would be no compromise on sensitivity, promptness and accountability in matters of public interest, and that the government's goal is to build an administrative environment where citizens get simple, transparent and time-bound solutions to their problems.
