Manipur Proposes Rs 10,000 Annual Incentive for Each Manipuri Pony

Imphal, Oct 28 (UNI) The Manipur government has proposed increasing the annual incentive for Manipuri pony owners to Rs 10,000 per pony, as the state steps up efforts to conserve the endangered indigenous breed through a newly launched Pony Registration System (PRS).
Director of Veterinary and Animal Husbandry L. Arunkumar Singh announced the proposal during a media interaction programme organised by the Directorate of Information and Public Relations at its auditorium on Wednesday.
The department has earmarked Rs 30 lakh in its annual budget for pony-owner incentives. Last year, 1,150 pony owners received incentives from the Governor. Following the launch of the PRS by Chief Minister Yumnam Khemchand Singh, the department has begun work on registering ponies to establish a clearer picture of the state's pony population. The director said departmental records indicated an increase in the population this year.
Manipur's polo heritage has also been identified as the state's Unique Selling Proposition under a regional development and branding framework coordinated with the union Ministry of Development of the North Eastern Region (DoNER). A proposal for the conservation of the endangered Manipuri pony, taken up jointly by DoNER and the state government, has been approved. The initiative includes selective breeding and infrastructure development.
The department's doorstep veterinary service has recorded 7,205 cases since April 1 this year, highlighting the reach of its mobile healthcare network.
Launched on July 11, 2024, the Mobile Veterinary Unit (MVU) service operates through the toll-free number 1962, with 33 units deployed across the state. The service runs daily from 9 am to 5 pm.
Of the cases received since April, 693 were resolved over the phone, while 6,512 required physical visits by veterinary teams.
The State Veterinary Hospital, which serves as a referral facility, receives an average of 80 to 100 patients daily. The department also plans to install an X-ray machine at the hospital.
Under the National Livestock Insurance Scheme, the department has insured 2,456 animals since April 1. The scheme covers livestock such as cattle, buffaloes and pigs and is currently in its third phase after a gap of several years. A memorandum of understanding has been signed for its implementation.
The department has also received approval to establish a Pig Semen Processing Unit and plans to consult the National Research Centre on Pig at Rani, Guwahati, on the initiative.
Under the National Animal Disease Control Programme, Manipur has completed the seventh round of vaccination against foot-and-mouth disease, while the eighth round is underway. The programme also covers diseases including brucellosis, Peste des Petits Ruminants and Classical Swine Fever, with the national objective of eradicating foot-and-mouth disease by 2030.
The Centre has approved the strengthening of veterinary check posts at Mao and Jiribam. Under the Assistance to States for Control of Animal Diseases scheme, the department will also undertake vaccinations against diseases including lumpy skin disease, African swine fever, haemorrhagic septicaemia, black quarter and rabies, besides poultry vaccination.
.Two projects have been taken up under the North Eastern Council. One focuses on dairy farming for Scheduled Caste farmers in Manipur and has 612 beneficiaries, with the first and second phases of distribution completed.
The other project involves constructing five slaughterhouses in Churachandpur, Senapati, Ukhrul, Imphal East and Imphal West to improve the availability of hygienic meat.
