PM Modi puts India’s ‘speedy and sustainable’ growth at heart of global climate debate

New Delhi, Sep 19 (UNI) Prime Minister Narendra Modi on Saturday placed India’s development model at the centre of the global climate debate, asserting that rapid economic growth and environmental sustainability can advance together and arguing that developing countries should not be unfairly burdened with responsibility for global carbon emissions.
Inaugurating the two-day International Conference on “The Future of Environment and Climate Dynamics” at Vigyan Bhawan in New Delhi, Modi said India had made “exceptional progress” across environmental sectors over the past 12 years, with renewable energy playing a particularly important role in the country’s efforts towards environmental protection.
“India is showing how development and environmental sustainability can go hand in hand,” Modi said, underlining his government’s emphasis on combining development with environmental responsibility.
The Prime Minister also raised the issue of equity in global climate action, contending that the responsibility for carbon emissions has often been placed on developing nations in an inappropriate manner.
“Aksar carbon emission ki zimmedari galat tareeke se vikasheel deshon par daali jaati rahi hai,” Modi said.
He contrasted this with India’s per-capita emissions, saying, “Jabki aitihasik sachchai ye hai... aaj bhi prati vyakti carbon emission mein Bharat ka yogdan global average ke aadhe se bhi kam hai.”
Modi said India’s environmental achievements over the past 12 years extended across sectors.
“Beete 12 varshon mein paryavaran se jude har kshetra mein, har sector mein... Bharat ne asadharan pragati ki hai,” he said, adding that the country’s focus on renewable energy has made a significant contribution to environmental protection.
Highlighting India’s commitments under the Paris Agreement, the PM said the country has fulfilled its commitments made at the COP-21 summit ahead of schedule. “Bharat, G-20 mein iklauta aisa desh hai jisne Paris mein COP-21 Summit mein kiye commitments ko samay se pehle poora karke dikhaya hai,” he said.
Modi summed up the government’s approach by describing India’s development as both rapid and sustainable. “Hamara development... speedy bhi hai aur sustainable bhi,” he said.
The conference has brought together judges, environmental experts, government officials, judicial representatives and other stakeholders from India and abroad to deliberate on emerging environmental and climate challenges and examine institutional responses to them.
Organised in the broader framework of environmental adjudication and governance, the conference has drawn participants from across the judicial, scientific, administrative and regulatory domains. They include judges of the Supreme Court and High Courts, District Court judges, environmental experts, Secretaries of various union ministries and senior government officials.
Representatives of state Judicial Academies and state Legal Services Authorities are also participating, along with members of state Expert Appraisal Committees, state Environment Impact Assessment Authorities, state Wetland Authorities and other institutions involved in environmental governance.
The participation of eminent judges and judicial representatives from 17 countries has added an international dimension to the deliberations, particularly on environmental law, climate change and institutional mechanisms for addressing ecological challenges.
The conference is designed as a platform for the exchange of judicial approaches, scientific knowledge, governance practices and institutional experiences across jurisdictions. Its discussions are expected to examine critical environmental and climate challenges as well as the gaps that continue to emerge between policy formulation, implementation and enforcement.
An important focus is on strengthening coordination among courts, governments, scientific institutions, regulatory authorities and other agencies dealing with environmental issues. The conference seeks to bring judicial, scientific, administrative and regulatory perspectives into a common dialogue at a time when environmental disputes are becoming increasingly complex and often involve competing developmental, ecological and legal considerations.
The National Green Tribunal, established under the National Green Tribunal Act, 2010, is a specialised judicial body dealing with cases relating to environmental protection, conservation of forests and other natural resources, and enforcement of legal rights concerning the environment. Its proceedings have covered a broad range of issues, including pollution, environmental clearances, forests, wetlands, waste management and ecological conservation.
The international conference comes against the backdrop of intensifying global concern over climate change, environmental degradation and the effectiveness of environmental safeguards. The increasing complexity of such challenges has heightened the need for coordination among governments, courts, scientific bodies and regulatory institutions.
The participation of judicial representatives from different countries is expected to facilitate an exchange of experiences on environmental adjudication, regulatory mechanisms and institutional responses to ecological concerns. It also provides an opportunity to examine how legal frameworks and scientific expertise can be integrated more effectively into environmental policymaking and enforcement.
PM Modi’s address gave the conference a wider policy dimension by linking environmental protection with India’s development trajectory.
His emphasis on per-capita emissions, renewable energy and the country’s stated progress on its Paris commitments reflected India’s broader position that global climate action must incorporate considerations of equity, historical emissions and the development requirements of emerging economies.
Over the next two days, the conference will accordingly examine the scientific, legal and institutional dimensions of the environmental and climate challenges confronting governments and societies, with discussions aimed at strengthening governance mechanisms and cooperation across jurisdictions.
