PM Modi Seeks Community-Driven Anganwadis, Calls for University Partnerships and Preventive Action on Women’s Safety

New Delhi, Oct 9 (UNI) Prime Minister Narendra Modi on Friday called for transforming Anganwadi Centres into hubs of community participation, urging universities to adopt the centres in their neighbourhoods and conduct social-impact studies, while stressing preventive measures to strengthen women’s safety and greater attention to the health, nutrition and overall development of adolescent girls.
Chairing the valedictory session of the two-day National Departmental Summit on Women and Child Development at Sushma Swaraj Bhawan, Modi emphasised closer coordination between the Centre and the States to improve the delivery of services relating to nutrition, early childhood care, child protection, women’s safety and empowerment.
The summit brought together ministers and senior officials from States and union Territories for deliberations on strengthening the government’s women and child development initiatives, according to a statement issued by the Prime Minister’s Office.
The summit was part of a series of departmental meetings envisioned by Modi to promote collaborative decision-making and identify practical solutions to governance challenges.
Appreciating the discussions, he suggested that States extend the exercise to the district level and organise similar Chintan Shivirs at the Nagar Palika and Mahanagar Palika levels. He also proposed dedicated deliberative sessions for Anganwadi workers to enable them to share their field-level experiences, innovations and practical solutions.
Emphasising Jan Bhagidari, or public participation, the Prime Minister said Anganwadi Centres should evolve beyond their role as service-delivery institutions and become centres of active community involvement.
He suggested encouraging families living in their neighbourhoods to contribute nutritious food, toys and other locally relevant items for children on special occasions, fostering a greater sense of collective responsibility for child welfare.
Modi called for deeper engagement between universities and Anganwadi Centres, proposing that educational institutions adopt centres in their vicinity and undertake social-impact studies. Such partnerships, he said, could allow students to contribute to community welfare while generating valuable insights into improving service delivery.
Medical students, National Service Scheme volunteers and National Cadet Corps volunteers could also be associated with Anganwadi Centres and related community initiatives.
Underscoring the importance of adolescent health, the Prime Minister called for greater attention to the nutrition, well-being and overall development of adolescent girls. The emphasis, alongside early childhood care, highlighted the need for a comprehensive approach to health and development that addresses the needs of girls and children at different stages of life.
On women’s safety, Modi proposed developing age-appropriate educational modules for children to promote awareness of women’s safety, dignity and empowerment. He stressed that preventive action should be given priority through coordinated efforts involving different government departments, rather than treating women’s safety as the responsibility of any single agency. The approach, he suggested, should encourage awareness and responsible attitudes from an early age.
Linking cleanliness with public health and nutrition, the Prime Minister urged Women and Child Development Departments across the country to take active ownership of the Swachhata Abhiyan. He emphasised that good health and nutrition begin with cleanliness and that Anganwadi Centres, working alongside local communities, could play a significant role in promoting sustained behavioural change.
Modi also called for advancing women’s economic empowerment through national initiatives such as Vocal for Local and One District One Product (ODOP). He stressed the potential of women’s collectives and community institutions to strengthen local products, expand livelihood opportunities and create greater avenues for women to participate in economic activity.
The deliberations placed Anganwadi Centres at the intersection of early childhood development, nutrition, community mobilisation and welfare delivery. As frontline institutions within the government’s women and child development framework, they serve as an important link between public programmes and children and families. Greater coordination among departments, institutional partnerships and community participation could help improve their reach and effectiveness.
Highlighting the scale and importance of the responsibilities entrusted to the union Ministry of Women and Child Development and its counterparts in the States, Modi said the children receiving care and support at Anganwadi Centres today would grow into the young people and citizens who would contribute to building Viksit Bharat.
His proposals sought to broaden the role of these centres by combining government services with local participation, educational engagement and preventive approaches to health, nutrition and women’s safety.
