Uttarakhand: Govt to stop its aided private colleges from recruiting assistant professor following complaints of massive bribe demands

Dehradun, Sep 22 (UNI) State Education minister Dhan Singh Rawat said on Tuesday that a proposal is on the anvil to hand over responsibility for recruitment of teachers in government-aided private colleges to the Uttarakhand Public Service Commission (UKPSC).
The move comes in the wake of repeated complaints of nepotism and bribes against government aided private colleges in recruiting teaching faculties.
Government will soon ban recruitment of assistant professors by its aided college management committees and bestow the responsibility on UKPSC.
Recurring complaints of bribes amounting to the tune of ₹50 lakh in recruitment of assistant professors against state-aided private colleges, has prompted the government to plan a major amendment in the law ban them from recruitment of teaching staff, the minister said.
"A draft has been prepared to amend the law for recruitment of teachers in government-aided private colleges of Uttarakhand. A proposal in this regard will be brought before the Cabinet following which it will be tabled in the state assembly. Teachers recruitment in government-aided private colleges of the state will now be conducted through the State Public Service Commission" said the minister.
It's notable that currently recruitment of teachers in government-aided private colleges is being held through management committees of respective colleges. Selection committees include members from the government, the university and the college management committee along with subject experts.
However according to officials of the Higher Education Department, there were numerous complaints as appointments were made at the discretion of the college managements concerned.
Officials informed that a cabinet note for recruitment through State Public Service Commission has been readied. Minister added that the step has been taken to bring transparency in the recruitment process the following recommendations of a committee constituted by education secretary.
Allegations of irregularities in recruitment of assistant professor is related to 21 government-aided private colleges in the state. Majority of these colleges are affiliated to Hemvati Nandan Bahuguna (HNB) Garhwal Central University while others have their affiliations to state government universities in Garhwal and Kumaon divisions.
Recruitment of teachers in Uttar Pradesh's government-aided intermediate and higher education colleges was previously done by the respective management committees. However Uttar Pradesh subsequently formed an Education Commission for this task. Now teachers recruitment for intermediate and higher education colleges are now conducted through the commission.
