Zelenskyy condemns Russian strikes, says Moscow responds to diplomacy with attacks

Kyiv, Oct 25 (UNI) Ukrainian President Volodymyr Zelenskyy on Sunday condemned a fresh wave of Russian attacks that killed civilians, injured dozens and damaged critical infrastructure, accusing Moscow of responding to diplomatic efforts with intensified strikes and urging Western allies to expedite air defence supplies ahead of winter.
In a post on X, Zelenskyy said Russia had launched around 1,600 guided aerial bombs, 48 missiles and nearly 2,300 attack drones against Ukraine over the past week, with attacks reported across nine regions.
“Unfortunately, almost every day, these brutal strikes leave people killed and injured,” he said.
Zelenskyy said Russian strikes in the Dnipro region killed four people and injured 22 others, including an 11-year-old girl. In Vinnytsia, six people were injured when a Russian drone struck a high-rise residential building, while attacks in Kharkiv injured emergency responders.
He accused Russian forces of carrying out a double-tap strike in Kharkiv, first hitting a home improvement hypermarket and then targeting emergency services that arrived at the scene.
“First responders were injured,” Zelenskyy said.
He added that overnight attacks damaged a thermal power plant, electricity substations, coal mines, grain storage facilities, shopping malls and a postal logistics hub.
“This is how Russia responds to diplomacy and deisolation,” Zelenskyy said, calling on Ukraine’s partners to maintain military support even as negotiations continue.
He urged European countries to unblock deliveries of Patriot air defence interceptors that had already been approved and called for continued support for Ukrainian combat aircraft to counter jet-powered Shahed drones.
“Every such defence package, especially ahead of winter, helps save lives,” he said.
Zelenskyy’s appeal comes amid concerns in Kyiv over declining US military assistance and continued pressure to reach a negotiated settlement with Moscow.
In an interview to a news channel, Zelenskyy said Ukraine was prepared to freeze combat operations along the existing front lines to bring the conflict to an end but ruled out territorial concessions. He rejected proposals for Ukraine to surrender 25 per cent of its territory.
He also expressed concern over the supply of Patriot interceptors, saying Ukraine had received only 24 from the United States over the past three months, compared with an average monthly requirement of 350. He said 30 ballistic missiles had struck Kyiv on Thursday night alone.
There has been growing pressure from Washington on Kyiv to make concessions as efforts to broker a peace agreement continue. US President Donald Trump has repeatedly criticised Ukraine over the lack of progress in negotiations.
Trilateral talks involving Russia, Ukraine and the United States are planned for the first half of November in Abu Dhabi, Kremlin spokesman Dmitry Peskov said on Friday.
The discussions are expected to focus on security arrangements for Russia and Ukraine following a potential peace settlement.
Zelenskyy has also said Ukraine is ready to participate in the talks, with the timing dependent on Moscow. Addressing the Hudson Institute online, he called for European representatives to be included and stressed the need to move beyond technical-level discussions towards a meeting of the leaders.
Meanwhile, SpaceX chief executive Elon Musk said Ukraine’s military had violated Starlink’s terms of service by using the satellite internet system for offensive drone strikes, adding that the loophole had been closed the previous week.
“Using Starlink, a civilian commercial service, for offensive drone strikes to kill people has never been allowed, nor should it,” Musk wrote on X. He said Starlink had been crucial in preventing Russian forces from overrunning Ukraine during the early stages of the war.
Musk said SpaceX had done more for Ukraine than any other private company, while distinguishing Starlink from Starshield, a separate system controlled by the US government.
Trump, meanwhile, has expressed hope for an end to the conflict, saying Washington would be willing to do business with both Russia and Ukraine after the war.
“We'd like to get back to life where Russia and Ukraine make a deal, and then we'd be able to do business with both,” Trump told reporters in Palm Beach, Florida.
