Bhubaneswar Development Authority approves inclusion of 143 villages in its jurisdiction

Bhubaneswar, Apr 3 (UNI) In a significant move toward urban expansion, the Bhubaneswar Development Authority (BDA) on Thursday approved the inclusion of 143 new revenue villages within its jurisdiction.
Officials emphasised that this expansion aims to promote systematic urban growth, enhance infrastructure, and address the challenges posed by rapid urbanization.
The 150th Authority Meeting of the Bhubaneswar Development Authority (BDA) was held on Thursday under the chairmanship of Housing & Urban Development and Public Enterprises Minister Dr. Krushna Chandra Mahapatra, who also serves as the BDA Chairman.
During the meeting, the proposal for expansion was approved.
The authority also approved an estimated budget of Rs.1,536.08 crore for the financial year 2025-26.
Currently, the BDA oversees four Urban Local Bodies (ULBs) - Bhubaneswar Municipal Corporation (BMC), the municipalities of Khordha and Jatni, the Pipili Notified Area Council (NAC) along with nearby Gram Panchayat areas
Since its establishment in 1983 with just 116 revenue villages, the BDA has undergone multiple expansions, notably in 2002, 2003, and 2011.
The latest expansion aligns with the city’s strategic urban planning efforts and significant infrastructure projects aimed at improving regional connectivity.
With the inclusion of these 143 new villages, the total number of villages under BDA’s jurisdiction will increase from 569 to 712.
Following the authority’s approval, the proposal will now be forwarded to the state government for consideration under Section 3 of the ODA Act, 1982.
Additionally, the BDA approved a proposal for land monetisation to generate revenue for itself BDA. Several land parcels have been identified for auction as part of this initiative.
The BDA has also decided to launch housing projects at Chandrasekharpur, Jagasara, and Sanapalla in Khordha.
Moreover, it approved the development of commercial spaces at Patia and the Bhubaneswar Town Centre (BTC) at Master Canteen, along with the BDA City Centre (popularly known as Nicco Park).
The BDA has also decided to develop 24 Comprehensive Development Plan (CDP) roads across the city. This proposal was presented during the Authority meeting.
The Key road projects include the approach road to New Bhubaneswar Railway Station from Jaydev Vihar to Nandankanan Road in Raghunathpu, the Nuagaon-Kateni Road, connecting to a road passing through TP Scheme No. 08 and land identified for the New City,the Chandaka-Khandagiri Road to Pitapalli-Baranga Road, which also passes through TP Scheme No. 08 and the designated New City area
The meeting was attended by among others Bhubaneswar Municipal Corporation (BMC) Mayor Sulochana Das, Ekamra MLA Babu Singh, Jatni Municipality Chairman Ananta Behera, Khordha Municipality Chairman Kanak Laxmi Mohanty, Principal Secretary to the Government, H&UD Department, Usha Padhi, BDA Vice Chairman N. Thirumala Naik along with other senior officials of the BDA UNI DP SSP
