Meghalaya: Vehicle Scrappage Policy to deliver multiple benefits

Shillong, May 5 (UNI) The Meghalaya government on Monday said that the Vehicle Scrappage Policy 2025 is expected to deliver multiple benefits, including the creation of employment opportunities through the formalisation of the vehicle scrapping and recycling industry.
“The policy establishes a robust scrapping ecosystem with Registered Vehicle Scrapping Facilities (RVSFs) to streamline fitness testing, collection, depolluting, and dismantling of End-of-Life Vehicles (ELVs),” a Transport department official said.
Moreover, the vehicle scrapping policy promotes fleet modernisation by phasing out unfit, high-emission vehicles through a scientific, eco-friendly process, reducing pollution and enhancing fuel efficiency.
The policy in turn would reduce air pollution, enhance fuel efficiency, and improve road safety.
The reduction of outdated vehicles on roads is also anticipated to lower pollution levels, thereby improving public health and contributing to environmental preservation.
Under the policy government-owned vehicles over 15 years old would be scrapped at these designated facilities. For private and commercial vehicles, the age of the vehicles is 35 years, which needs to be scrapped if these fail fitness standard.
However, vehicles registered as “Vintage” under Section 81A of the Central Motor Vehicle Rules, 1989, will be exempt from scrappage.
Vehicle owners who comply with the policy would be receiving financial incentives. Registered scrapping facilities will benefit from a full exemption on stamp duty and registration fees, up to a Rs 10 lakh. Moreover, the government would assist entrepreneurs to get land through its land bank.
Vehicle owners who choose to scrap their old vehicles will receive a Certificate of Deposit (CoD), which can be traded in for benefits when purchasing a new vehicle.
Those purchasing BS VI-compliant or electric vehicles will enjoy a complete waiver of registration fees, along with motor vehicle tax rebates of up to 25 percent for private vehicles and 15 percent for commercial ones. These rebates will be valid for 15 years and 8 years, respectively.
The implementation plan outlines that all government vehicles over 15 years old that fail mandatory fitness tests will be scrapped at designated facilities.
Similarly, non-government vehicles—both private and commercial—over 35 years old that fail the fitness tests will also be scrapped, except for those registered as vintage under Section 81A of the Central Motor Vehicle Rules, 1989.
Scrap values will be calculated based on the ferrous metal content and prevailing market rates, offering an additional financial benefit to vehicle owners.
The government believes that this policy will not only enhance road safety and reduce pollution but also support Meghalaya’s broader goals of climate action and sustainable development.
The Vehicle Scrappage Policy 2025 is seen as a timely and necessary step in aligning the state with national efforts toward a greener, safer future.
