Odisha Dy CM launches CRFM programme to promote pulses and oilseeds cultivation

Bhubaneswar, Apr 30 (UNI) Odisha Deputy Chief Minister K. V. Singh Deo, who also holds the Agriculture portfolio, on Wednesday launched the findings of the Comprehensive Rice Fallow Management (CRFM) programme.
The CRFM programme aims to promote the cultivation of pulses and oilseeds on post-monsoon (Rabi season) rice fallow lands across the state.
Launching the programme, Singh Deo stated, “Odisha is committed to a data-driven, inclusive agricultural transformation pathway.”
He emphasized that evaluations of this nature will help the department make informed decisions that strengthen rural livelihoods and support farmers.
The study was conducted by the International Food Policy Research Institute (IFPRI).
The evaluation, based on a combination of satellite remote sensing data, administrative records, and rigorous impact assessment techniques, provides early insights into land use patterns, crop productivity, and the inclusion of smallholders and marginalized communities.
The CRFM programme, currently operational in all 30 districts of Odisha, focuses on improving the use of fallow lands—estimated at 1.6 million hectares statewide—by encouraging second-season cropping and utilizing the residual moisture available after rice cultivation.
Agriculture Secretary Dr. Arabinda Kumar Padhee stated that the study reaffirms the importance of integrating evidence-based information and rational analysis into policymaking.
He added that collaborations with research institutions like IFPRI provide valuable evidence to refine programmes and align them with the needs of farmers and the state's broader development goals.
The evaluation highlights early yield improvements in crops such as Bengal gram, mustard, and lentils in targeted areas, while also stressing the importance of tailoring strategies to district-specific agro-ecological conditions.
By leveraging geospatial tools and digital platforms such as the Krushak Odisha and ADAPT portals, the programme is enhancing its ability to monitor outcomes and better reach its intended beneficiaries, Padhee said.
This launch builds on the ongoing partnership between the Government of Odisha and IFPRI, rooted in a shared commitment to inclusive agricultural transformation through evidence-based research and policy engagement.
