Manipur People’s Convention calls upon govt to protect people, land

Imphal, May 3 (UNI) Manipur People’s Convention on the Manipur Crisis was organized by Coordinating Committee of Manipur Integrity (COCOMI) and people of Manipur at Khuman Lampak, here on Saturday was attended by over a lakh people on the completion of two years of Manipur crisis.
Representatives of Naga, Muslim, Meitei and other communities spoke during the Convention and a thorough deliberation and collective assessment, it was resolved that Manipur was, is, and shall always remain an indivisible entity.
Under no circumstance shall the territorial integrity, historical identity, and political unity of Manipur be compromised. Any attempt, external or internal, to divide or disintegrate the state will be firmly and collectively opposed by the people of Manipur, it was resolved.
It was also resolved that "The people of Manipur categorically acknowledge and declare that the Government of India has either willfully neglected or strategically prolonged the crisis in Manipur to serve its own national and geopolitical interests, thereby gravely undermining the rights, safety, and dignity of the native and indigenous people of Manipur.”
The People’s Convention demanded that the Government of India formally accept responsibility for its role in perpetuating the crisis and immediately initiate a comprehensive, time-bound roadmap for the restoration of peace, law and order, and a secure environment for all communities in Manipur.
The Convention strongly rejected the recent statement by Union Home Minister Amit Shah, which characterizes the crisis as merely a conflict between Kuki and Meitei communities and dismisses the involvement of terrorism and religious extremism. This statement is misleading, reductionist, and attempts to downplay the seriousness and complexity of the conflict.
The people of Manipur demand that the Government of India immediately cease all forms of indirect support to foreign-origin armed groups (KNO/UPF) operating in the state. These groups have been given safe havens, financial backing, and logistical support under the pretext of the Suspension of Operation (SoO) agreements since 2008. This continued patronage amounts to a proxy war against the indigenous people of Manipur.
The Government of India must fully restore the constitutional rights of the citizens of Manipur, which have been effectively suspended and grossly violated for two years. This includes reinstating access to justice, communication, freedom of expression, education, healthcare services, and mobility.
It was further resolved that the people of Manipur demand immediate and effective steps to guarantee free and safe movement across the state. The Union Home Minister’s failed assurances on this matter threaten to delegitimize the Government’s authority and erode public trust.
The Government must initiate decisive legal action against all illegal, anti-national, and anti-peace activities, and dismantle hostile zones declared by armed groups and certain civil society organizations in the hill regions. These zones threaten the territorial integrity and harmony of the state.
The Convention demands urgent intervention to stop the widespread deforestation and rampant poppy cultivation in the hill districts of Manipur. The Government must prosecute all those responsible for ecological destruction and narco-terrorism, which continue to fund armed violence and destabilize the region.
The Government must immediately document and disclose all records related to refugees, illegal settlements and encroachments in the hill areas. This is crucial to understand the scale of demographic changes and illegal occupation that are undermining the state’s demographics and security.
The NRC must be implemented to effectively address the chronic issue of demographic aggression in Manipur, which remains one of the root causes of recurring instability, conflict, and insecurity. Enforcing the NRC is essential to safeguard the indigenous population and preserve the demographic balance, territorial integrity, and socio-political fabric of Manipur.
To restore basic human rights return of Internally Displaced Persons (IDPs) to their original homes within a fixed timeframe should be ensured.
It was demanded that displaced children and students across the state be provided education. It was also demanded to launch a special initiative to trace all missing persons. The Government must release official status reports and provide compensation and support to the families of the missing.
To restore normalcy, it was demanded to ensure the safety of and access to farmlands for the upcoming agricultural season. The Government will be held fully accountable for all losses incurred due to its failure over the past two years.
Just as Mount Amarnath and Kedarnath are protected during pilgrimages, the Government of India must take equal responsibility to secure and protect the sacred sites of Lord Kongba Maru Laiphamlen, Lord Koubru and Lord Thangjing in the hill areas of Manipur, ensuring safe pilgrimage for the two million Meeiei adherents. The Manipur Ancient and Historical Monuments and Archaeological Sites and Remains Act, 1976, must be enforced, it was demanded.
The Government of India should uphold the rights and dignity of its own citizens within its sovereign territory. If these demands are not met within a clearly specified timeframe, it will amount to the complete alienation and abandonment of the people of Manipur. In such a scenario, the people shall be compelled to chart their own course of collective measures, which may impact the mutual relationship between the people of Manipur and the Government of India it was adopted.
Several functions were also held at Imphal, Kangpokpi, Churachandpur and at Kangpokpi district Kuki militants displaying arms and weapons resorted to heavy firing as part of the observance.
Thousands of people lit candles to pay tribute to those who died during the crisis.
