NHRC directs Bhadrak SP to expedite investigation and rescue missing minor child

Kendrapara, Apr 3 (UNI) The National Human Rights Commission (NHRC) has directed the Superintendent of Police, Bhadrak, to expedite the investigation on a priority basis to rescue the missing minor child.
The Commission also asked the Bhadrak SP to submit a further status report within four weeks, failing which the Commission shall be constrained to invoke coercive processes under Section 13 of the Protection of Human Rights Act, 1993.
The NHRC passed the order while acting on a petition filed by Sagar Kumar Jena, a human rights activist.
The activist, quoting reports published by various newspapers on July 29, 2024, alleged in his petition that a one-and-a-half-year-old boy was kidnapped by two persons in the Bhandaripokhari area of Bhadrak district.
The child’s mother reportedly alleged that her son was kidnapped by one of her close relatives, Alok, who had been frequently visiting her house. She sought the intervention of the Commission in the matter.
Pursuant to the Commission’s directions, the Superintendent of Police, Bhadrak, submitted that the matter was investigated by Trilochan Sethi, SDPO, Dhamnagar.
The report stated that, based on the complainant's statement, a case under Sections 363/34 IPC was registered at Bhandaripokhari police station against the named accused.
Even though the accused surrendered before the court on July 31, 2024, he was released on bail the same day.
The Bhadrak SP further informed the NHRC that the investigation is ongoing and that the Investigating Officer (IO) of the case, SI Ivarani Parida, has been directed to expedite the probe and rescue the missing minor child.
The Commission reviewed the report and directed the Superintendent of Police, Bhadrak, to submit an investigation report, including details of efforts made to rescue the minor child, within four weeks. It reiterated that failure to comply would result in the invocation of coercive processes under Section 13 of the Protection of Human Rights Act, 1993.
In response, the SP of Bhadrak submitted a detailed report on February 9, stating that despite further inquiries, the missing child, Subha Gouttam Jena, has not yet been traced.
The Investigating Officer is making all possible efforts to rescue the child. However, it has been ascertained that the paternal relatives of the missing child have concealed him at an undisclosed location, making it difficult to trace him.
The IO has been instructed to speed up the investigation, including efforts to rescue the child as soon as possible. Additionally, the Inspector-in-Charge (IIC) of Bhandaripokhari Police Station has been directed to take immediate steps for a thorough investigation and submit a compliance report.
The Commission considered the report and once again directed the Superintendent of Police, Bhadrak, to expedite the investigation and rescue of the missing minor child. The SP was instructed to submit a further status report within four weeks.
The Commission also asked the SP to ensure that the additional and complete report is submitted no later than May 11, 2025, for further consideration.
