₹10 parking dispute leads to ₹22 lakh penalty on hospital, contractor

Kangra, Sep 24 (UNI) A ₹10 parking overcharge has culminated in a landmark consumer court verdict, with a total penalty of ₹22 lakh imposed on a government hospital administration, the Health Department and the parking contractor.
The case was filed by a local lawyer after he was allegedly charged ₹10 above the prescribed parking fee while visiting the hospital.
He subsequently approached the Consumer Commission under Section 35(1)(c) of the Consumer Protection Act, 2019, alleging that inflated parking charges had been collected from patients and their attendants since June 1, 2022.
The Consumer Commission imposed a ₹20 lakh punitive penalty on the hospital administration and Health Department, directing that the amount be deposited with the Red Cross Society for the benefit of the poor.
A further ₹2 lakh penalty was imposed on the parking contractor.
The Commission also directed that the contractor's penalty be utilised through the Kangra Superintendent of Police for free distribution of helmets to motorists to promote road safety.
The court declared the enhanced parking rates effective from June 1, 2022, illegal and ordered restoration of the earlier rates applicable from September 14, 2021 — ₹5/10 for two-wheelers and ₹10/20 for four-wheelers.
The complainant was also awarded ₹5,000 for mental harassment and legal costs, besides ₹10,000 as litigation expenses.
The verdict has highlighted how even a small overcharge can become the basis for challenging alleged systematic irregularities through the consumer protection mechanism.
